Statement at the Conclusion of the IMF Mission to Fiji

Press Release No. 11/397

An International Monetary Fund (IMF) team led by Mr. Koshy Mathai visited Fiji during October 24—November 4 to hold discussions with the Fijian authorities and other stakeholders on the 2011 Article IV Consultation.¹ The team met with Attorney General Aiyaz Sayed-Khaiyum, Reserve Bank of Fiji (RBF) Governor Barry Whiteside, and other senior public officials, as well as representatives from the private sector, academia, the development-partner community, and other parts of civil society. Staff from the Asian Development Bank and the World Bank joined the mission. The team expresses its appreciation to the authorities and other stakeholders for the frank and constructive discussions.

The mission issued the following statement today in Suva:
"The Fijian economy is expected to grow by about 2 percent in 2011, by far the best result of the past five years, in part reflecting a bounce-back after two consecutive years of contraction. Medium-term growth prospects, however, appear to be relatively weak, unless structural reforms are accelerated, and the business climate and political situation improved. High food and oil prices, as well as various one-off factors like the increases in Value Added Tax (VAT) and the electricity tariff, have pushed inflation up recently, but it should moderate to 5 percent in 2012 and could edge further down over the medium term. High import prices have also kept the current account deficit high this year, although foreign reserves are healthy and projected to remain so. The financial sector is sound, but the Fiji National Provident Fund needs to carry out a pension reform—with appropriate transitional provisions for those in or nearing retirement—in order for it to be made sustainable over the long term.

"With regard to macroeconomic policy, the RBF's monetary stance is accommodative, intended to encourage the banks to lend more in order to stimulate the economy. This policy appears to be consistent with the current context of low underlying inflation and weak growth. Given that the financial system is awash with liquidity, the mission would encourage the RBF to remain vigilant to any signs of incipient inflationary pressure. The fiscal position could be strengthened. Debt is 55 percent of GDP—relatively high for a small, open economy vulnerable to shocks—and the government also faces contingent liabilities of more than 15 percent of GDP, as well as unfunded FNPF liabilities. The fiscal deficit is likely to remain broadly stable this year at around 2½ percent of GDP, which is commendable, and further reductions over time would be prudent. This would increase the authorities' room to maneuver in case they need to respond to a severe shock emanating from today's uncertain global environment. Absent such a case, efforts to solve Fiji's longstanding problem of low growth could better focus on structural reforms.

"The mission sees such structural reforms—along with resolution of political uncertainties—as the key priority in spurring investment and raising Fiji's growth rate. There have been many promising initiatives, including on land policy, the sugar sector, the civil service, and public enterprises, and steadfast implementation of these initiatives is now of critical importance. While recognizing that price controls have been reduced, continued controls on a range of products could deter investment and should be scaled back further to yield economic benefits, while still ensuring protection of the poor. Exchange controls have been relaxed, and further moves in this direction could also help attract investment by reducing uncertainty. And in all areas of policymaking, the mission would encourage broad consultation with key stakeholders, including civil society, in order to improve the quality, consistency, and sustainability of decisions."

The mission will be preparing a report that the IMF's Executive Board will discuss in January 2012.

A staff team visits the country (typically on an annual basis) to collect economic and financial information and discuss with officials the country's economic developments and policies. What is the Distinction Between A Fijian and an Indo Fijian or Indian?: The Social ills that has Plagued Fiji-Who is to be Blamed?

The article below is adequate to give those that are keen to get the distinction between the two different major ethnic races in Fijii.e; the Fijians or Indigenous and the Indo Fijians which are the descendants of the Girmitiyas that came from India during the Colonial Rule.

Yes, just recapping on Fiji's timeline historically, the Indentured Labour system was introduced into Fiji well after the Deed of cession in 1874. 60.000 Girmitiyas made their way into Fiji. We are told not all of these were Indentured Labourers as some who became free opted to remain in Fiji and bring their families in from India. Whilst the Fijians were fighting in the First and Second World War and loosing our men in battles, the Indentured Labourers'families were pouring in to Fiji. The struggle between the Indigenous and the Indians began in earnest then as the Girmitiyas began to increase their numbers whilst the Fijians began to dwindle as they were in the battlefields.

Some of the questions that arises; were these all part of the 'big-plans' by Colonial Leaders? Or were they just very bad co-incidences? No one knows up till today. Our forefathers, grandparents on both sides arenot here to tell their stories. But one thing is for sure, Fiji has seen the worst of its timeline with the occurences of coup-de-tats of 1987, 2000, 2006 and some mini coups within coups in and between those years.

Where to from here? These regime led by Komada Bainimarama appears set to remain whether there will be an election or not come 2014. One things for sure, people are angry in and out of Fiji. They are ready to fight this current injustices being done to their families and loved ones. When it will erupt, time will tell. Evidently, the current regime although being protrayed in good light by the recent survey carried out by Lowe Intstitute, whispers has it that its all a farce. Those conducting the survey know fully well the only reasdon they were able to perform these surveys because they had to suck up to Bainimarama & his cohorts. Nepotism is rife as we write. Just recent announcement indicates current illegal Attorney General's wife has been made the new Chief Executive for Tourism Fiji while on the other hand Voreqe Bainimarama -the coup master's daughter is the current Chief Executive of Fiji Sports. These alone are enough to alert any ordinary thinking Fiji person and Friends of Fiji that nepotism is indeed rifein Fiji.

To add salt to injury, the story below also will point towards Fiji's current social problems. No doubt the uncertainity brought about by the 2006 coup and the ongoing extension of the three monthly Public Emergency Regulation to allow this current regime to continue their rule in Fiji is enough to flag to the rest of the world that all is not well in the once Fiji Paradise that we once knew.

In short and to conclude, Fiji now has undoubtly become a breeding ground of many social/political/economical and cultural ills. No matter which way we turn there are problems. Fijians and their Chiefs cannot be held accountable anymore for the current problems in Fiji. There are several races and other groupings that make up Fiji's population and all at some point have contributed to Fiji's problems.

Last rites for slain family

CLOSE to 300 people gathered in Qalela, Tavua, to pay their last respects to a mother and two daughters who were slain to death last Saturday.

Ranjini Rekha Singh, 28, and her two daughters Amisha Dayal, 7, and Anisha Dayal, 5, were bade an emotional and moving farewell during the funeral rites at Maqere Cemetery.

Tears flowed freely as mourners, family members and villagers who knew Mrs Singh silently sat through Hindu funeral rites before the bodies of the three alleged murder victims were cremated. Also present were her former schoolmates.

"It is still a big shock to the Qalela community because this family was so close and very well-liked. Even though they lived in Suva they always visited us many times and we still can't believe that something like this happened," said Rajesh Kumar, the late Mrs Singh's maternal uncle.

He said his niece loved her husband ù Bimlesh Prakash ù and they got on very well.

"That is why this death is so hard to understand."

Police spokesman Inspector Atunaisa Sokomuri confirmed that police had yet to question Mr Prakash over the alleged murder of his wife and two young daughters.

He remains in a serious but stable condition at Suva's Colonial War Memorial Hospital.

"He is under police guard in the Intensive Care Unit and at this stage, he has not been cleared by medical authorities for questioning by police," said Health Ministry spokesman, Peni Namotu.

It is alleged Mr Prakash murdered his wife and daughters in the early hours of Saturday at their home in Nanuku settlement in Vatuwaqa, Suva.

Their landlord's wife raised the alarm thinking the family was engaged in a heated argument.

However, when officers from Viria Community Post arrived, they discovered Mrs Singh and her two daughters were already dead and Mr Prakash critically wounded.

Update on Protest to Support Human Rights & Workers Rights for Fiji today @ Fiji High Commission - Pipitea St. Wellington

Today, a group of us showed our support to the New Zealand Amnesty International & Public Service Association/ Trade Unions in a Protest outside the Fiji High Commission at Pipitea St.

The Protest was an awesome display of solidarity for ordinary people and we thank those that organised the Protest. The people that turned up were mostly Kiwis and friends of Fiji but very few of our Fiji people. Why? The answer as you would know is simply, our people are scared because their families back home will be subjected to cruel interrogations or regime style maltreatment.

Why did some of of publicly showed our support and are from Fiji now residing in New Zealand?

We did it for the LOVE OF OUR HOMELAND FIJI!!

We protested because we want Fiji to return to NORMALCY.

We were there because we want to show our Kiwi people that all is not well in Fiji.

We want DEMOCRACY

We want FREEDOM FOR OUR FAMILIES & THE PEOPLE OF FIJI

WE WANT AN END TO MILITARY DICTATORSHIP

This is interesting times. Roko Ului has arrived in Aotearoa and theres so much bickering from several Fiji Democracy Movement Camps as to what he really stands for. This does not exclude the current illegal Military regime led by Komada Frank Bainimarama & Khaiyum Aiyas Saiyed his much valued advisor.

Whilst Fijians in Wellington are set to receive him and welcome him in the traditional Fijian way, hardcore Nik Naidu from Fiji Democracy Auckland airs his views on Radio New Zealand International yesterday that Roko Ului must not be given any pomp and ceremony or in short be listened to.

Now these comments from Nik Naidu [an origin of Indian descent in Fiji] sounds caustic and is enough to give any reader who may read between the lines the deep divide there is between the Indians and Fijians in Fiji and abroad. The 'race card' politics is now the name of the game as can be seen here.

Yesterday, Tuesday 19 July, 2011, reliable source advised that Felix Anthony, a hard core trade unionist was floating around Wellington yesterday attending several meetings. Why the sudden surge of interest to be in Wellington around the time Roko Ului will be here? Is there conspiracy in the air? Even our Fijians that says they are part of these Fiji Democratic Movements are split in several ways. In a nutshell, its lobbying & struggle for 'political proweress & power' so that they can be seen as fighting for the return to normalcy in Fiji. For the ordinary onlookers, its another game of political wrangling & giving a political spin amongst the sharks that are wanting to claw their way into power. It does not look to present a solidified front instead its paving a way for more confusion.

Bainimarama and Khaiyum, although they are trying to put on a brave front, they are lossing ground whether they like it or not. It is evident that the people as can be noted from the meetings held in Australia by Roko Ului, conforming that Fiji people are getting tired of the ongoing 'Public Emergency Rule' which has to be signed off every three months to allow the current regime to stay in power.

It is indeed interesting times ahead and one thin is for sure, Bainimarama's grip on Fiji is eroding quite steadily as can be seen by reactions from several levels towards those that are opposing his regime.

Tomorrow Rokolui, will meet several people in Wellington and share his side of the story. We are taking his story very seriously and which will impact and shape the thinking of 'where to from now' for all that just wants Fiji to return speedily to a democratically elected governance.

Change to Fiji would come from international pressure.

Mara said Fiji soldiers would never fire on civilians.

"There is a definite split in the military. Bainimarama has only a small group around him," he said, adding he believed it was only about 50 soldiers and officers

"There is a certain group that is around him all the time. That is the group he uses to bring terror on the people... The oppression he is doing on the people of Fiji he is also doing on the military."

Mara admitted that Bainimarama previously enjoyed support from particularly expatriate Indo-Fijians in New Zealand and Australia.

His regime was anti-Fijians.

A 'Coolie' Perspective on Fiji Saga: So What Can we Say, Huh!!

'Na Dina take: What can we say, when someone of Indian origins starts writing their views or opinions on the Fiji saga. They will of course write from their perspectives just as we do from ours whichever way it is viewed and/or interepreted. Thats the beauty of writing blogs. We get the readers to make up their own minds, thoughts shared are often mingled with what we will throw in as our own just to add a twist to the tale.

Its all very well to engage in the 'war of words' as the case seems to be. What we cannot get over is how those of Indian origins and those who are others that are so hellbent in beating up any signs of Fijians rising to that of being a succesful business men/women etc. They are immediately shot down. Take for instance, Prime Minister Laisenia Qarase, a banker & a business man who won his seat through a fair election process. Now he is being blatantly accused of many things and yet have not been proven guilty in a Court of Law. To make matters worse, in his effort to teach Fijians i.e his own people, the art of business, he was quickly throttle by guess who?? Yes, you know who we are referring to here. There will always be a Fijian perspectives to the Fiji sorry saga & there will always be the Coolie/Indian perspectives as well as others. Thats for you as readers to owrk out amongst yourselves. One thing is for sure. Fijians are here to stay and 'Fight we will"!!

Another, case in point, the author of the article below, as published by Keep the Faith in Intelligentsiya, written and articulated by a Fiji Indian who has his origins from the famous Indian Coolies that were imported to Fiji to work the sugar cane farms. True, they have educated themselves well and have moved on to greener pastures i.e now living abroad and yet cannot leave Fijians alone to try and make sense of whats going on back home.

Not so recently, most Fijians holding key positions in governement were axed from their jobs. Prior to this their Fiji National Provident Funds (FNPF) were frozen due to some dodgy deals via some Fiji Indian sitting in Auckland, New Zealand, linking up with Blue Chips. These dodgy business men had inner connections to another 'coollie factor' /Fiji Indian sitting under a Minister in the then Fiji Governement, who signed off the deal for FNPF Funds to be transferred to the Momi Bay Resort which went bankrupt. As the world have heard, Fijian who are not great business men/women who held senior posts in Fiji government as doctors, teachers, draftsman, architectures, police, administrators, nurses, health workers were given limited time to exit from being a civil servants with not even a 'golden-pen' after many years of service. The question of their National Provident Funds which they had worked hard for all their lives to assist them in their retirement were all lost to the dodgy deals in Momi Bay Resort plus Blue Chip deals. So who are tehse dodgy people pulling the strings from behind the scene??

This story is enough to give an ordinary Fijian who has been educated to see for themselves how Fijians are being "stitched up"!! So whats Karam Ramarakh is saying now? Do they really want to see Fijians go under by depriving them of the joys of being in their home turf?

Ramrakha claims European Unions is sitting on the fence with Bainimarama's bad calls on Fiji's economy and the mess Fiji is in? Show us the facts. The last we heard EU had instructed Bainimarama & his illegal cronies to return Fiji back to normalcy. So what is Ramrakha going on about?

Time to just ease-off and allow Roko Ului to proceed with his roadmap on Fiji from outside Fiji.

Many of the so-called descendants of Coollies have trully left Fiji with little intention of going back. They do not send money back to help Fiji's coffers. If for anything they take money out of Fiji. That is a fact. The slightest opportunity one gets to migrate, they take it.

So what we are saying, leave Fiji alone and stop yourrhetorics and 'bulls***t'. Just because you are lawyers or professionals does not give you any more right to be claiming you know Fiji best thus claiming a piece of Fiji.

If you intend to re-invest or leave money there in Fiji, then its all good, but unfortunately the stories are the same. As business men/women all one wants are to go in make your money, rob Fiji & its people & run!!

How does the saying go? Uneasy lies the head that wears the crown. So far Fiji’s Commodore Voreqe Bainimarama has enjoyed an untroubled run.

He has the country firmly under his thumb. Dissenting forces, or areas of possible dissent, have been neutralised. For once no one is cursing the Indo-Fijians for Fiji’s problems.

The two coups of 1987 and 2000 were based on supposed indo-fijian takeover of Fiji and stated to be the saviour of the embattled indigenous Fijian race.
But Commodore Bainimarama’s agenda is different.

Graham Davis, a Fiji-born journalist, when accused of supporting a coup summed the position thus:

“I believe there’s a fundamental difference between the coups of 2000 and 2006.

The former was supposedly a coup to uphold indigenous rights but, in fact, seems to have been carried out by a group of opportunists pursuing the spoils of office.

What’s the evidence for that? That indigenous rights weren’t under any threat. It was a smokescreen for a much more grubby lunge for power.

The coup of 2006 - on the other hand - was to uphold the notion of a multiracial Fiji against what the military believed to be a clear and present threat.

This was the legislative programme of the Qarase government that would have created two nations - one for indigenous Fijians and one for the rest.”

I endorse his remarks.

To seek to achieve that goal Commodore Bainimarama has had to pull out all stops and, for the time being, stifle or silence all dissent .

It began, of course, with parliament itself. As we see in Australia today, parliament continues to reflect a nation evenly divided.

Qarase had won a majority with a blatantly racial approach to i-Taukei Fijians to vote on racial lines.

He denied this, of course, but a tape recording of one of his speeches caught him out. Qarase persisted with that blatantly racial agenda.

He sought to declare all sea and shores of Fiji as indigenous land; he wanted the 2000 coup perpetrators “reconciled” and thus forgiven; and finally he sought every i-Taukei outside Fiji to have a vote.

After months or warnings including a “settlement” conference in New Zealand, Commodore Bainimarama acted on December 6, 2006.

Commodore Bainimarama would go on to neutralise the Fiji Law Society, the Council of Chiefs and finally the Methodist Church.T

There has been unrelenting pressure on Commodore Bainimarama to hold elections.

Commodore Bainimarama does not want those who I may call “the usual suspects” to end up in parliament.

Fundamental to Commodore Bainimarama’s success is loyalty of the military - the only single political force that remains in Fiji.

Speculation abounds. The world powers - USA, UK, EU, Australia and New Zealand - are pressing Frank for a return to civilian government.

Commodore Bainimarama originally promised elections in 2009, but has extended this date to 2014.

Commodore Bainimarama does not want any of the “old guard” to come back to parliament.

Commodore Bainimarama does not want any discrimination. Frank wants one-man, one-vote, one-value. Equality for all. Very high and noble motives.

The European Union is somewhat neutral to Commodore Bainimarama. China is silent and it is one country which shuns political decisions in cases such as Fiji.

China is there to lend a helping hand, but excites the envy of other nations who shun Fiji.

But the West is suddenly becoming strident despite showing some signs recently that Commodore Bainimarama should be accommodated and “understood.”

A recent drama, where a soldier accused of sedition has been spirited to Tonga in a Tongan vessel which brazenly entered Fiji’s waters.

Unlike Julian Moti (Fiji-born former Solomon Islands’ Attorney-General) who was hunted like a fugitive by Australia, this soldier Ratu Tevita Mara has been made welcome in Tonga and Australia where he was invited to deliver a speech.

Suddenly the Machiavellian doctrine that the enemy of my enemy is my friend is being invoked.

Why did Australia give Ratu Ului a visa? On what basis? Australia is very selective in choosing who will come to Australia.

Unlike Julian Moti, Roko Ului was actually a fugitive from Fiji’s judicial and legal system.

Remember the American CIA ? As one of its operatives confessed to a Fiji journalist, “The purpose of the CIA is to foster unrest in the rest of the world.”

Yes, indeed, while the rest of the world is squabbling and disunited Uncle Sam rules.

Remember Indira Gandhi’s wheat sales to USA which paid her in Indian rupees.

Yes, rupees which could only be spent in India. The CIA used that money to bribe and destabilise. Mrs Gandhi cancelled the deal.

Remember Kwame Nkrumah.

The CIA admits it had him killed. Nkrumah’s crime: he would have united Africa.

So Australia and New Zealand are playing the same CIA game and marching to its beat. Divide and conquer. Conquer and divide.

We watch how the Ratu Ului drama will pan out. Tonga once nearly conquered Fiji.

Yes, if anything, this dispute highlights the reality of Commodore Bainimarama’s dream of a free Fiji with equality for all.

It has been a very interesting times Fiji has had over the last few weeks since Roko Ului's eventful journey to the Kingdon of Tonga. First and foremost he is safe and he is in good hands as after all he is a very close relative of the King of Tonga. All in all there has been great covereage by Coup Four Point Five and other Fiji bloggers keeping their fingers on the pulse on a daily basis and some even within the hour. To them we thank those that have given some sound bytes to the young chiefs plight to Tonga.

In this article, we have decided to not do a repeat of whats already out there in the social net working sites. What is going to be covered is the fact that whatever anyone says, for us as Indigenous Fijians, we must do our best to isolate the elements of politics, belief or faith, military, professional links, associations and more. When all this is done, we then ask ourselves, the question of 'who am I, what is my identity, what is my ethnicity, what are my traditional values and so forth? When we are able to do this then and only we can position ourselves in knowing where your allegiance lies. Is it with your political leanings, your religion, your profession or whichever? This then alerts oneself to really get a clearer definition of one's place in society that we live in in this instance as an Authentic Fijian who has deeprooted Fijian values & traditions.

When reading most comments being posted, some are good and some are not so good. The surprising and shocking thing about it that its some Fijians, are the very ones attacking Roko Ului.

Last night's Fijian Program:PI531, hosted by our favourite, Fijian announcer in Domo i Viti, Mrs Nemai Vucago & Roko Taliai, scheduled an interesting 'talanoa' hosted by Ruci Farrel & one other on air. Mr Usaia Pita Waqatairewa spoke intensly about what his Fiji Democracy Movement was doing or have done and their take on Roko Ului's taking refuge under the King of Tonga.

It was a good interview but perhaps a bit more structured towards the issues Roko Ului has flagged and compare those with what every other bloggers or other movements including FFDM of which Usaia was talking on. Interestingly, two days ago it was widely read that one of those very Fijian man behind FFDM was noted to have written a heavy article criticising Roko Ului.

This is the part that becomes very sticky, as here we have a young Fijian Chief seeking forgiveness from his own people, i.e the Indigenous Fijians and wider Fiji people and on the other a Fijian bad-mouthing the young Chief. It is very obvious that the author of that article has put his Fijianness behind & brought his hatred & political affliations etc to the forefront. Then as can be deduced, his values and traditional beliefs as a Fijian has gone through the window. The racial lines or his identity has been so blurred. Thats the sad part of it all.

In conclusion, the fact of the matter, we are Indigenous Fijians first and foremost, well at least for those of us that value our roots and everything else come after. Roko Ului is received wholeheartedly and just like Paul on his Road To Damascus, this is Ratu Tevita Uluilakeba Mara's journey and we will support his cause at all levels.

I cannot vouch for my recollections of my early days at the Sacred Heart Convent in Levuka in 1926-27. I was six years old when I left Lakeba on a big two mast sailing ship the "Grey-hound", skippered by Capt. Scott, a good friend of my grandparents.
I was not very enthusiastic about leaving Lakeba. I was a spoiled child. I could get anything I wantedfrom my grandparents, especially my grandmother, Adi Ateca Moceiwaqa a grand daughter of Ratu Cakobau.I refer to these family connections because apart from the two years I spent at the Sacred Heart Convent, I spent my early years until I was 13 years old listening to my grandmother relating her experience as a young girl in Ratu Cakobau's court. The oral history of Bau I learnt from her was actually more valuable to me than any other history lessons I learnt later.

My early days were fully occupied with watching and helping the household servants preparing food, going out fishing, accompanying my grandfather to his garden on horseback in tandem, sailing my small canoes and swimming with my peer group. It was a wonderful life. My days were full of joy and happiness. It was thereforea great disappointment and puzzlement when I was sent away to what they called school at the other side of my little world.

I was sent to Mrs Pasemaca Vollmer in Levuka where the Vollmer's homestead still stands to date. Mrs Vollmer actually came from Lomaloma; but Mr Vollmer must have taught her the German traits of stern discipline, hard work and punctuality. All these excellent virtues were frequently drilled into me with the help of a branch of a pine-like tree growing on the west side of the residence. My morning chores were lighting the stove, fetching the milk from our neighbour Mr Maine, and putting the porridge on the stove before I knocked on Granny Vollmer's door to report that my morning duties were completed. I would then prepare for breakfast and school.

I attended Sacred Heart Convent instead of the Levuka Public School where I was originally intended to enroll. This was a significant development in my life for I used to watch my school mates go to the Catholic Church while I could only watch and wish I could be with them in the Church where there statues stainglass windows and a light burning day and night.

The sisters at the Convent made me welcome and my recollectionof my days at the Convent was a pleasant one and I made many friends. Many Lauanswho met me on the roadto and from school often gave me threepence or even a shilling, and that made going to school something to look forward to. However, there were a few hazards that I have to negotiate during those school days. One was sailing little toy boats made of hald coconuts with "dilo" leaves as sails on Totogo creek by the Royal Hotel. Mrs Vollmer has a good pair of binoculars and there were occasions, when it was time to go home for lunch, I would find my school bag, shoes, and stocking, left on the bank, while I was boating, were missing; only to find them at home when I returned. A few branches of the pines, besides the residence cured me of my ambition to be a sailor.
The other hazard was a Lauan family living up at Na Ika Bula above the Convent. Whenever possibleI would sneak up there where I always found nice things to eat, and kindness and respect. These made a deep impression on me at that early age. I generally came home late when I visited them. A stern reprimand would make me avoid going up for a week or so. I soon learned to ask one of those kind people to take me home whenever I was late.

There used to be stone jetties on the seafront. I remember them well becauseon more than one occasion I would slip on the slimy surface and would spot a plaster on the back of the head for a week or two. The "Falls", that is, the reservoir above the Levuka Public School on the Totogo creek was a real treat when taken up there for a swim. Totogo Police was a compound I would skirt aaround carefully because the Police seemedto pick on me whenever I was seen near it. I found out later that Sgt. Saula, who was related to my grandmother used to terrorise me, just to make sure I knew my station in life! Early in 1928 my grandmother took ill, and wanted to see me before she died, so I was told. I went home and thereby prolonged her life till she eventually passed away in 1944 - when I was at the Medical School at Otago University, New Zealand.
I have happy memories of Sacred Heart Convent - first school in my life. I like to think that from that auspicious beginning, I attended so many other educational institutions until I finally graduated from Wadham College, Oxfordin 1949, twenty one years later as Shakespeare said "And then the whining schoolboy, with his satchel, and shining morning face creeping like snail unwillingly to school.

Our sincere thanks & appreciations goes to the King of Tonga & the Government and its people for receiving & welcoming our young Fijian Chief & former Army Military man Roko Ului at your shores.

Alot has been said and bloggers monitoring Fiji situation has been on point to highlight Roko Ului's journey out of Fiji to Tonga. As many of us as Fiji people both in Fiji & offshore have seen this as a break from the "CYCLE OF OPPRESSION" the people of Fiji has been put through post 2006 Coup by Voreqe Bainimarama & his side kick Khaiyum A. Saiyed.

It is true that Roko Ului was part of the military elites when the 2006 was executed as many Fiji people have echoed. However, for us as ordinary Fijians who love to see people of Fiji be freed off the shackles of bondage forced upon them, Roko Ului's taking refuge in Tonga is indeed that break.

We will stand united and be prepared to support him for his stand to remove both Voreqe Bainimarama and Khaiyum Saiyed. This is now our fight and collectively we will see that it happens.

REGIME CHANGE SHOULD HAPPEN IN FIJI SOON

A Second Statement by Lieutenant Colonel Tevita Uluilakeba Mara

Firstly I would like to thank Commodore Bainimarama for his statement yesterday. Without his help my arrival in Tonga would have been unnoticed by the world's media. But now it has become global news and people the world over will learn of Bainimarama's oppression of the Fijian People.

The Commodore has never qualified as a Naval Officer from any Naval Academy so his confusion of two points on the charts which are 100 miles apart, though understandable, bodes ill for the Fijian Navy. The Brotherhood of the Sea, in an emergency demands that the saving of life temporarily supersedes bureaucratic considerations of sovereignty. It is exactly under these rules that RNZAF aircraft are permitted often to overfly the waters of South Pacific Islands once an EPERB transmission is received. It is an exemplary and selfless act which is in the highest traditions of the RNZAF. Does the Dictator now suggest that, having found shipwrecked victims in future they should now be interrogated by the crew of the rescue craft and put back in the water if they were found to have been critical of the military regime? I can assure you that Kaiyum and Bainimarama will not get far instructing a tough bunch of Kiwis to carry out these inhumanities!

He has accused me of being under investigation for the disappearance of $3m from the Fiji Pine Board. These are the desperate attempts by a mentally and morally bankrupt man to smear the Mara name. There is no truth to the allegations. In fact that money went missing long before I became Chairman of the Fiji Pine Board. And it was under my Chairmanship that the loss was discovered and it was I who made it known to the authorities. All of this is recorded in the minutes of the Fiji Pine Board.

I was charged with using Seditious language. In a conversation to a fellow officer, whilst in Korea last year, I am alleged to have said "This Government is F*** All!" If saying that is sedition then everyone in Fiji, except for Bainimarama and Khaiyum, is also guilty of sedition. What he is saying is that anyone who criticizes any aspect of his regime in a private conversation can be reported and charged. That is not the Fiji I know and love, that is more like Nazi Germany and the Gestapo or the Soviet Union and the KGB.

I will come back to Fiji and I will face my fellow Fijians and answer for my part in the 2006 coup. However, I will not come back to face frivolous charges whilst the puppet master, Khaiyum, interferes with the Fiji judiciary on a daily basis. There are no longer fair trials in Fiji. The courts pass verdicts and the sentences dictated by Kaiyum.

I am more than happy to face any attempts for my extradition from Tonga. They have had democratic elections for the first time in November and they have a Government accountable to the people. They have a judiciary free from interference and I am sure that my side of the story will be heard fully and justice will prevail.

I want to give my thanks to the Tongan people for their hospitality and kindness.

Ratu Tevita Kapaiwai Lutunauga Uluilakeba Mara is a Fijian career soldier, with the rank of Lieutenant Colonel as of early 2006. On 3rd Feb, 2001 he was named Army Chief of Staff succeeding Colonel Meli Saubulinayau, a close relative of his. This position is the fourth highest in the Fijian Military, behind that of the Military Commander, Commodore Frank Bainimarama, Deputy Commander and Chief of Staff RFMF Brigadier General Mohamed Aziz and the Land Force Commander Brigadier General Pita Driti. Mara held the position for several months, before he was appointed Commanding Officer of the Third Infantry Regiment, a key position in the Fiji Army as he controls the infantry division.

Background

In December 2006 The Republic of Fiji Military Forces took control of Fiji in bloodless coup. The army had a strict plan which was te remove corruption and corrupt politicians and to return to barracks within a year. Lieutenant Colonel Tevita Uluilakeba Mara was in charge of the 3 FIR on that day and for the next 4 years.

He witnessed from the inside how power has corrupted the key players in the regime and how now they have forgotten their original objectives as they desperately cling to power. Colonel Mara has left Fiji so that he can speak freely about the need to for regime change in his beloved Fiji.

Shocking Revelation: An Academic of Banaban Descent Blames Fijians for Fiji's Problems

It is interesting to note the view by an academic like Teresia Teaiwa who has link to Fiji via her paternal link. As can be deduced from the article below, Teresia Teaiwa was not even born in Fiji. To add salt to injury, her maternal side, she is half Black American. So what does someone of these background have against the Fijians? Although some of her growing up years was spent in Fiji, it does gives you our reader an inkling where her allegiance lies. In short 'she appears to detest Fijians, period!

Our message to people like Teresia Teaiwa, Fijians are not solely responsible for Fiji's problems. There are many twists and turns in the events which has unfolded over the years and if for anything, Fiji's honeymoon period was during the years when Fiji gained Independence under the leadership of Ratu Sir KKT Mara. One cannot deny that these were the best years for Fiji. There were lots of discontent but the issues were dealt with in a democratic manner. To blame the problems of Fiji as one being solely by Fijians is a slap in the face for all Fijians. One would think that Teresia Teaiwa being half Banaban were brought into Fiji and given a tiny island called Rabi tucked near Taveuni and Vanua Levu. Were not these done in a Fijian sense where Banabans were made to feel at home by the Fijians who now Teresia Teaiwa is blaming for Fiji's problems?

To conclude, it is evident that Teresia Teaiwa as an academic, is viewing the Fiji saga from
a)unaccepting of Fijians as leaders in their own home turf
b)a part European or mix others point of view
c)underlying hatred for Fijian protocols.
d)open-ended remarks against Indigenous Fijians that appears lethal

An analysis of the current political crisis in Fiji

The problem with Fijian nationalism is that there is no Fijian nation.There are Fijian provinces, and traditional Fijian confederacies, butthe two military coups of 1987 and the current hostage crisis illustrate with disturbing insistence the erosion of indigenous Fijian social order and the fragmentation of indigenous Fijian leadership.
The problem with prevailing analyses of the political situation in Fiji is the notion that the conflict is between indigenous Fijians and Indo-Fijians. The "race" card is misleading and mischievous, and unfortunately, Mahendra Chaudhry, Fiji's first Indo-Fijian Prime Minister played right into it with his abrasive leadership style. But in the end, Chaudhry is not the problem and neither are the Indo-Fijian communities.
Fiji's problem is Fijian. Following the fortunes and misfortunes of the country's three indigenous Prime Ministers--Ratu Sir Kamisese Mara, Dr. Timoci Bavadra, and Sitiveni Rabuka--we see the increasingly problematic configuration of indigenous leadership in the country. Ratu Mara's leadership draws on the mana of his own chiefly title, Tui Nayau; his wife's mana, (the Roko Tui Dreketi, from the confederacy of Burebasaga, is the highest chiefly title in the islands); and his close association with a tight elite cohort of European, part-European and Indo-Fijian business interests. Ratu Mara's leadership, however, has alienated rival chiefs, proletarian and nationalist groups within his domain of Eastern Fiji, and has generated resentment in the Western provinces.
The late Dr. Timoci Bavadra, Prime Minister in the predominantly Indo-Fijian Labour/National Federation Party coalition government, was consistently described in the media and literature as a "commoner" even though he came from a noble Fijian background in the chiefly village of Viseisei. The problem with Dr. Bavadra's political genealogy in 1987 was not so much his Labour ideology nor his "commoner" status, but the fact that significant and powerful sectors of indigenous Fijian society-in the East--were not ready for a Fijian Prime Minister from a Western province.
Being both a "commoner" and national leader clearly was not a problem for Sitiveni Rabuka. In fact, a large part of Rabuka's popularity with indigenous Fijians is his "commoner" status. For indigenous Fijians Rabuka's mana comes from the interweaving of his traditional "bati" or warrior genealogy (in the Eastern province of Cakaudrove), his career in modern armed forces, his identification with and deployment of Christian/Methodist discourse, his staging of the two coups d'etat in 1987, and the support he has consistently received from the Great Council of Chiefs. Rabuka has even gained political mileage out of his "human frailties": sexual and financial indiscretions, as well as flip-flopping policy decisions have increased rather than diminished his appeal.
Many indigenous Fijians identify with Rabuka much more easily than they can with the aristocratic Ratu Mara. Counterposed in this way against the elder statesman of Fiji, Rabuka developed his own ethos of popularism and "can-do" capitalism-exemplified by the National Bank of Fiji debacle. During his Prime Ministership, a brash nouveau riche elite of "indigenous" Fijians developed and thrived. George Speight is a good representative of this group, but an even better example is his mentor and benefactor Jim Ah Koy: both illustrate a new opportunism in regards to identity politics in Fiji.
A "general elector" MP in the 1970s, Chinese/Fijian Ah Koy was sent into political coventry by Ratu Mara for insubordination.
Concentrating his energies in business during the 1980s, Ah Koy's phenomenal success became worthy of a Horatio Alger story. In the first post-coup election of 1992, however, Ah Koy re-emerged as a political candidate, this time on the indigenous Fijian electoral roll. Although his eligibility to stand as a Fijian was challenged by other indigenous Fijians, Ah Koy won his case in court, and has represented his maternal constituency of Kadavu in parliament ever since.
Like Ah Koy, George Speight's father, a "part-European" and former general elector named Sam Speight, became a "born again Fijian" in the post-coup era. Sam Speight legally changed his name to Savenaca Tokainavo, winning an indigenous Fijian electoral seat in parliament in the 1992 and subsequent elections.
In Fiji's disconcertingly racialized electoral system (comprising three electoral rolls-Fijian, Indian, and General) general voters have historically aligned themselves with indigenous Fijian chiefly interests. The category of general voters covers Fiji's multitude of ethnic minority communities: Banabans, Chinese, Europeans, Gilbertese,"part-Europeans", Samoans, Solomon Islanders, Tongans, and Tuvaluans.
"Part-Europeans" form the largest and most influential group of general voters and in the post-coup era have shifted away from their historical identification with colonial European privilege towards a reclamation of their "part-Fijian" or vasu-i-taukei roots. This shift in "part-European" identification reflects a recognition of the contemporary realities of political power in Fiji: indigenous Fijians rule.
George Speight claims to represent indigenous Fijian interests. Sporting his European name, speaking exclusively in English, drawing on his Australian and American degrees in business for mana, and wearing his designer clothes, Speight does indeed represent indigenous Fijian interests. But Speight's indigenous Fijian interests are clearly neither the indigenous Fijian interests of Ratu Mara nor those of the late Dr. Bavadra.
Speight's version of indigenous Fijian interests probably coincides in many areas with Rabuka's version of indigenous Fijian interests. But the men Speight has surrounded himself with also represent a changing of the guard from Rabuka's Queen Victoria School Old Boys network to an unlikely coalition of relatively young "old boys" from Marist Brothers High School (Ratu Mara's alma mater) and Suva Grammar School.
And what of Speight et al's relationship with the marching/looting masses who were so inspired by the illegal actions in the House of Parliament on Friday 19 May 2000? It is a relationship of convenience:Speight has about as much respect for the 1997 constitution he once congratulated Professor Brij Lal on, as he does for the indigenous marama in sulu and jaba helping herself to bales of cloth through the shattered window of a Waimanu Road store.
The march was organized by church and Taukei Movement leaders, and though the looting may not have been planned they certainly enabled it. Looting has become an ominous feature of recent indigenous Fijian responses to crisis: during the floods of 1998, at the tragic crash site of flight PC 121 in 1999, and now in the streets of Suva-"the millenium city". The image of a humble, God-fearing, dignified and hospitable people marketed by the Fiji Visitors Bureau is chillingly contraverted. The chiefs and church ministers stir their people but the simple truth is they do not control them: a group of alert and ambitious businessmen has used this feature of Fijian leadership to its advantage. Indigenous Fijians rule, but indigenous Fijians are not united.
This puts the past 12 months of the Mahendra Chaudhry Labour Coalition government's rule in perspective. The government has survived this long because of the backing of Ratu Mara. The government is in crisis right now because other indigenous Fijian groups are challenging Ratu Mara's authority. Rabuka has recently acknowledged this: the real struggle is amongst indigenous Fijians, and it is continually masked by the rhetoric of a racial conflict between indigenous Fijians and Indo-Fijians.
The impoverishment and disaffection of indigenous Fijians is not a result of 12 months of leadership by an Indo-Fijian. It is the result of thirty fraught years of modern indigenous Fijian leadership that have sacrificed the economic and cultural well-being of a people for the advancement of a few.
Speight's ignominious entry into the national and international limelight is but a symptom of the complex contradictions and competing interests facing indigenous Fijian society today. George Speight has not only kidnapped a democratically elected Prime Minister and his cabinet; he has taken hostage much of the hope and potential Fiji had at the turn of the century to become a nation united. And when the present crisis at Fiji's House of Parliament in Nasese passes, as it inevitably will, the question will remain: what is Fijian nationalism when there is no nation?

What has always struck me most in the past is how many Africans, both in government and elsewhere, prefer the businesslike approach of China to the finger-wagging of the ex-colonial powers. But China's African honeymoon may be coming to an end, according to this week's Economist, which has a thought-provoking 3 page briefing on signs of a backlash against 'the Chinese in Africa'. Some highlights from the Economist article:
"Once feted as saviours in much of Africa, Chinese have come to be viewed with mixed feelings—especially in smaller countries where China's weight is felt all the more. To blame, in part, are poor business practices imported alongside goods and services. Chinese construction work can be slapdash and buildings erected by mainland firms have on occasion fallen apart. A hospital in Luanda, the capital of Angola, was opened with great fanfare but cracks appeared in the walls within a few months and it soon closed. [Deborah Brautigam investigated the Luanda hospital story on her excellent China in Africa blog] The Chinese-built road from Lusaka, Zambia's capital, to Chirundu, 130km (81 miles) to the south-east, was quickly swept away by rains.
Chinese expatriates in Africa come from a rough-and-tumble, anything-goes business culture that cares little about rules and regulations. Local sensitivities are routinely ignored at home, and so abroad. Sinopec, an oil firm, has explored in a Gabonese national park. Another state oil company has created lakes of spilled crude in Sudan. Zimbabwe's environment minister said Chinese multinationals were "operating like makorokoza miners", a scornful term for illegal gold-panners.
Employees at times fare little better than the environment. At Chinese-run mines in Zambia's copper belt they must work for two years before they get safety helmets. Ventilation below ground is poor and deadly accidents occur almost daily. To avoid censure, Chinese managers bribe union bosses and take them on "study tours" to massage parlours in China. Obstructionist shop stewards are sacked and workers who assemble in groups are violently dispersed. When cases end up in court, witnesses are intimidated.
Tensions came to a head last year when miners in Sinazongwe, a town in southern Zambia, protested against poor conditions. Two Chinese managers fired shotguns at a crowd, injuring at least a dozen. Some still have pellets under healed skin. Patson Mangunje, a local councillor, says, "People are angry like rabid dogs."
The backlash is perhaps unsurprising. Africans say they feel under siege. Tens of thousands of entrepreneurs from one of the most successful modern economies have fanned out across the continent. Sanou Mbaye, a former senior official at the African Development Bank, says more Chinese have come to Africa in the past ten years than Europeans in the past 400. First came Chinese from state-owned companies, but more and more arrive solo or stay behind after finishing contract work.
Many dream of a new life. Miners and builders see business opportunities in Africa, and greater freedom (to be their own bosses and speak their minds, but also to pollute). A Chinese government survey of 1,600 companies shows the growing use of Africa as an industrial base. Manufacturing's share of total Chinese investment (22%) is catching up fast with mining (29%).

China has boosted employment in Africa and made basic goods like shoes and radios more affordable. Trade surpassed $120 billion last year (see chart 1). In the past two years China has given more loans to poor countries, mainly in Africa, than the World Bank.
Quite a bit of criticism of China is disguised protectionism. Established businesses try to maintain privileged positions—at the expense of consumers.
China's interest in Africa is not limited to resources. It is building railways and bridges far from mines and oilfields, because it pays. China is not a conventional aid donor, but nor is it a colonialist interested only in looting the land. The government in Beijing is encouraging all sorts of activity in Africa. Construction is a favourite, accounting for three-quarters of recent private Chinese investment in Africa. The commerce ministry says Chinese companies are signing infrastructure deals worth more than $50 billion a year. For investment in African farming, China has earmarked $5 billion [hmmm, some of that definitely comes under 'land grabs']. Perhaps the most significant Chinese push has been in finance.
Most loans and payments are "tied"—ie, the recipient must spend the money with Chinese companies. (Japan, Spain and others followed a similar model until fairly recently.) But tied aid leads to shoddy work. With no competition, favoured firms get away with delivering bad roads and overpriced hospitals. Creditors and donors often set the wrong priorities. Worse, the Chinese government is anything but transparent about its money. Aid figures are treated as state secrets [although ].

For years China has been chummy with African despots who seem to be reliable partners. Publicly, China presents its support for odious incumbents as "non-interference" and tries to make a virtue of it. Africans are less and less convinced. Relations get especially tricky for the Chinese when strongmen fail to maintain stability."
China is not standing still on this – the State Council has just released its first White Paper on China's Aid to Foreign Countries, and it is making increasing efforts to rein in bad business practices. What all this seems to point to is that as the relationship between China and Africa (and our understanding of it) matures, we can move from simplistic questions of 'is it good or bad?' to trying to understand the detail as well as the overall tenor and impact (for good and ill) of China's role as a consolidated and important actor in the region and how it is evolving. About time.

Hot Bread owner under threat

The illegal regime has blocked us from being able to read Michael Field's blog. So, thanks to our internationally-based freedom activists, here is a transcript of his latest post.
Heat Over Hot Bread Owner

Fiji's military are poised to seize Dr Mere Samisoni and haul her up to the Queen Elizabeth Barracks, presumably for re-education, Chinese Communist Party style.
I have been advised of this by a good source who is frankly alarmed over what might happen.
She is facing the same kind of treatment dished out to Sam Speight who was tortured at QEB over a DVD circulating. (click here to watch the videoes)
The military, who have somewhat shamefully taken the route of oppressing the Fijian people, are also working to close down Dr Samisoni's Hot Bread Kitchen chain.
Some background
Back in the days I was allowed into Fiji and camped up at the Holiday Inn, I used to have a early morning ritual.
I would walk up the road to the Hot Bread which, even at that early hour, was open. Customers would often be lining up buying fresh bread.
Not being much of a white bread man myself, I just limited myself to buying the daily newspapers. That was when they were independent, lively newspapers.
I knew Dr Samisoni owned the chain and I knew of her strong involvement with the ruling Soqosoqo Duavata ni Lewenivanua (SDL). At some stage we even came to indirect blows. She wrote a letter to the Fiji Times critical of something I wrote.
I cannot remember what the issue was. The thought, though, that I would boycott the Hot Bread Kitchen because we had a disagreement, simply did not enter my head.
Mature adults in civilised states can have disagreements.
And still break bread, so to speak.
Besides, the Hot Bread Kitchen struck me as a worthy enterprise by locals for locals. It has 400 locals working for it.
Recent developments
Dr Samisoni recently went to Lomaloma, her home village, on Vanua Balavu in Lau. She was setting up yet another Hot Bread – a daunting operation on those distant islands. She had a copy of a DVD that had been the source of trouble for Sam Speight. The DVDs were not produced by SDL. The original piece was sent from Suliasi Daunitutu who was the speaker in the DVD. Fiji Democratic Freedom Movement (FDFM) World Wide Chapters funded and produced the DVDs in Australia. Once the original arrived people dubbed their own. These can also be downloaded from youtube (click here to watch the videoes).
Dr Samisoni told her cousin, the Turaga Ni Koro, that he could look at it if he wanted to. Or not. Up to him. It is not known if he watched.
The military heard word of this, and now I hear she is targeted for re-education at the barracks.
Prices
Voreqe Bainimarama's Price Incomes Board is also being used against her, with rules proposed on the price that can be charged for bread.
Now, at first blush, one can assume that setting a price for bread is a good thing. But in the case it is a military regime trying to stay in office. And as anybody who has followed recent UN Food and Agriculture Organisation bulletins, the price of the ingredients needed to make bread have internationally gone through the roof.
How can a military board set a price independent of the world price? Fiji, the way the world should be?
The military have revengeful method in their madness though, and they are using the Incomes Board to get at Dr Samisoni.
The big bakeries such as the Malaysian owned Morris Hedstrom and the small Chinese shops can use white bread as a loss leader. That means they sell it at the board price, at no profit, but make it up on other produce.
Alert
If the military demands she comes to the barracks, she should call her solicitor as soon as Police or Army call or visit her. Further that she has a right to remain silent and she tell them that she will maintain that right to silence. Her solicitor can take over when he arrives there. Basically tell them, she will remain silent and they can charge her with an offence(s) or release her, they have burden of proof. It's not her job to answer their questions and provide them with any evidence.
Fiji, lost now and little noticed in the world, might believe it is able to get away with the kind of oppressive action feared about to happen. Who cares, the Republic of the Fiji Military Forces might say, what happens to an indigenous businesswoman.
Well, here is a piece of news to those soldiers thinking of doing it; you are being watched and you will be named.
At some stage in this whole mess, there has to be a reckoning.

Of course in view of the current situation in Fiji, any Fijian looking soldier will now be looked upon as a threat or security risk. Its no longer that 'friendly-Fijian' face in military uniform!!

Elected Fiji Prime Minister Qarase Had Fijian Interest in Mind: Why we as Indigenous Fijians says "Namuamua's Analysis is so Wrong".

Namuamua in his recent article blatantly blames Prime Minister Qarase for the moulding of Voreqe Bainimarama. It is obvious that whoever is the author in Namuamua Journal either is writing from an 'other' perspective or he simply does not understand the dynamics of Politics and their Party Ideologies.

Prime Minister Qarase and his elected Ministers had their agenda which is quite normal for any Political Party that has won the election rightfully. A fact that came through and which was evident to those Indigenous Fijians that wholeheartedly voted for him was the promise of better life for all Fijians in the rural or urban.

One just have to take a hard look at the hardline attitudes dished out by private sector companies towards Fijians. They were rooted out in big numbers. These were going on well before the coup 2006 and then became quite heavy handed under the Bainimarama Dictatorship. Guess who owned the big businesses and private sectors?? It was certainly not the Fijians. It was solely owned by majority Indians, Chinese, Europeans, Part Europeans and others. This coup 2006 has safeguarded those interests even more and made Fijians suffer to an extreme as well.

So for Namuamua to claim that Bainimarama is Hon Laisenia Qarase;s creation, we say WRONG!! Bainimarama is the creation of the likes of Namuamua and those that thinks like him. What we ask is for you to focus your attention elsewhere and STOP PROSECUTING FIJIANS AND THEIR BELIEFS & VALUES.

At the very least Hon Laisenia Qarase and his SDL Party will be remembered for opening the door for Fijians to enter into business and which were quickly shunted by Bainimarama & his cohorts during 2006 coup.

Fiji is now under dictatorship whether we like it or lump it. So stop playing the blame game and go on and find some solution for a Better Fiji. For a better interpretation of the meaning of DICTATORSHIP- go check out the real meaning in the Oxford Dictionary.

Is Bainimarama Qarase's Creation

Attention is the rarest and purest form of generosity and it was the avariciousness of it from the one entrusted to lead that has set the course of this country towards calamity.

It was the 25^th of April, 2005 when Laisenia Qarase in one of his speeches said that the concept of racism was alien and abhorrent to him and that his government was working on building an inclusive society where the views and opinions of every community is taken into account. Just a month earlier, he had reacted rather sturdily to a U.S. State Department report critical of racial discrimination in Fiji, and of the racial divide between Fiji's two main political parties. He had rebuked the United States for interfering in Fiji's internal affairs.

A year later in the 2006 general elections, having secured 81% of the indigenous Fijian votes it was going to take a statesmanlike approach from him to build his envisioned inclusive society – gain support of Indo-Fijians who had just a mere 2% supporting him in the elections incidentally due to what they perceived as Laisenia Qarase being an epitome of racism.

Laisenia Qarase in reality had a totally different vision and on his part did not disappoint the Indo-Fijians instead cementing their perception about him by introducing 3 legislative bills, Land Tribunal Bill, Qoliqoli Bill and Reconciliation and Unity Bill – straight out of a xenophobe’s wish list.

Unwittingly he was setting the stage for one of the greatest plays that would later unfold in Fiji. Laisenia Qarase was not a dictator in a democratic society. In actuality he abused the privileges afforded though a democratic system – a ‘foreign flower’ that was not suited to Fiji’s climate as he preferred to call it.

Qarase squeezed the democratic system like a ripe orange and extracted every drop of government and legislative apparatus available in his bid to introduce and enshrine his racist policies. He made complete use of independent justice system and its loopholes wherever it benefited him and his cronies – extra mural release of prominent people specifically associated with his government became a signature of his government.

Laisenia Qarase under an impression that he had learnt from the mistakes of his predecessors made each of his political moves just as a chess grandmaster would make. Alas, he just wasn’t one. He appeased the fundamentalists, the chiefs, the business community and every other entity he thought would have any bit of vested interest in carrying out a coup against his government.

But most of all he appeased his own ego and in the process disappointed the only person and the institution that had been responsible for all of the previous coups. That gross error in judgment caused by his ego set this great island nation on the path of demise.

As can be expected the late Ratu Iloilo, a Fijian High ranking Chief of the Vanua of Vuda & also Cakaudrove as well as being the former President for Fiji will have his final journey to his home village of Vuda in Western Viti Levu. So much has been said of the passing away of Ratu Iloilo but whilst Fijians in particular will go about their Fijian duties in a ceremonial manner which is only unique to those that are of First Nation people of Fiji i.e Fijians & Indigenous, many are carrying our their task/duties for the simple reason they they have a tradition to follow.

This is a defining point to all those who are wanting to be tagged as Fijians when in essence they are not. The word Fijians and to be one takes alot as firstly one has to be entered into the 'Vola Ni Kawa Bula'. There are certain criteria that needs to be met before one is elligible to be entered. As the case seems to be, many of those who are just hungry to be called Fijians do not realise the conotations the word or tag Fijian has.

There are lots of intricate details i.e languages, culture, tradition, oral history, characteristics, skin colour, hair and physique, food, lifestyle, special features, history and anthropology aspects and many more. This is what makes all Fijians unique to who they are as Fijians.

Ratu Iloilo's death will have involved many Fijian rituals which are normally accorded to high chiefs which is held sacred to those very close to the area where he comes from. These rituals and other inner details are not shared openly to others who are not Fijians in their ethnicity. To now want to claim this Fijian title by the likes of Wandan Narsey and other academics or similar is just going well beyond the realm. It is just simply overstepping the mark of Fijians' identity. We wonder whether its greed or just wanting to push these Fijians to the edge because the inner workings of being a Fijian needs to be shared out by others who by virtue of being in Fiji by default of their origins just wants to have a bite of the Fijian Pie.

Well Fijians as we state now will always be Fijians and those minority groups in Fiji who just cannot live the Fijians alone to be Fijians in their home turfs will just have to either be Fijianised in their bloodlines by breeding out their different ethnicities or simply re-incarnate themselves. The fact remains, the protocols for the Fijian burial of the former President will only be accorded in the way it is because he is a Fijian high Chief & a former President which is the latter.

In comparison, if a non Fijian was to die holding the title of President of former, they will not be accorded all the pomp and ceremony that Fijians get into for their high chiefs. As in this case, many Fijians from all over Fiji will have paid their last respect to Ratu Iloilo in the Fijian sense i.e people of Cakaudrove will have arrived in Suva by now with fine mats, gifts, best dalo & pigs etc from their villages as a mark of their respect for Ratu Iloilo who is linked also to Taveuni and Caukaudrove. The funeral will be shared by these two Provinces; Vuda & Cakaudrove as the kingpin in the Fijian traditional arrangement despite the fact that it is a State Funeral.

This brief will give you our readers a snapshot of why the name Fijians is important to us as Indigenous People. It has our stamps as First Nation People of Fiji, it reaffirms our Indigenous Identity, it is who we are.

Ratu Josefa Iloilovatu Uluivuda, CF, MBE, MSD, KStJ (29 December 1920 – 6 February 2011)[1] was the President of Fiji from 2000 until 2009, excluding a brief period from 5 December 2006 until 4 January 2007 (see below). He held the traditional title of Tui Vuda, the paramount chief of the Vuda district in Ba Province on Fiji's northwest coast. Like many Fijian people, he rarely used his surname and was known simply as Josefa Iloilo. He announced on 28 July 2009 that he would be leaving office on 30 July.[2] At the age of 88, he was the world's oldest head of state.

On 5 December 2006, Commodore Frank Bainimarama, Commander of the Republic of Fiji Military Forces, seized power in a coup d'état and assumed presidential powers. This followed failed attempts on Iloilo's part to mediate a solution to the long-running impasse between the military and the government of Prime Minister Laisenia Qarase. However, his powers were restored by Bainimarama on 4 January 2007. Iloilo also endorsed Bainimarama's coup on the same day, in his first public address since the coup.[3] He appointed Bainimarama as Prime Minister the following day.

After Fiji's Court of Appeal has ruled that the removal of Prime Minister Laisenia Qarase and the appointment of Fiji's interim regime following the military coup in 2006 was unlawful, on April 10, 2009 Iloilo dismissed the judges and abrogated the country's constitution. Iloilo claimed to have the "full support" of the security forces and directed the military to take "all reasonable steps" to maintain law and order.[
Career: After working as a teacher and civil service administrator, Iloilo later became a member of the House of Representatives. He subsequently served as a Senator in the 1990s, and was President of the Senate prior to his becoming Vice-President of Fiji on 18 January 1999. He was in this position under President Ratu Sir Kamisese Mara in 1999 and 2000, when Prime Minister Mahendra Chaudhry's government was overthrown by Fijian nationalists led by George Speight in the Fiji coup of 2000. He was sworn in as President on 13 July 2000, but legal experts consider that he was constitutionally the President as of 29 May, the date on which Ratu Mara had been removed from office by the military, and to which his resignation in December that year had been backdated. Iloilo refused to intervene directly in the disputes among politicians, but quietly reached out to disaffected factions, including the Indo-Fijian community. In 2001, he persuaded the military to allow a return to democracy.[citation needed]

Personal life:Iloilo was a lay-preacher for many years, and was Vice-President of the Methodist Church of Fiji and Rotuma in 1997 and 1998.

Theres too many rules being given by flight by-nights wannabes that are claiming they know more or are steeped in their knowledge of Tradtional Fijian Cultures and Knowledge. To these people we would like to warn them that they must first know of where each and evryone of them originated from, know their ancestors and the likes before they start claiming that they hold the authority to anything Traditional in the Authentic Fijian sense.

We will be montiroing this aspect very closely whether ones operating in Fiji or overseas as too many are laying claims that they are the true and authentic author of what is to be an authetic Fijian and their traditional culture and traditional knowledge.

Fiji: Cultural Industries, Including Traditional Knowledge Must Be Supported, Regional Meeting Told

A regional meeting on the cultural industries has been told that while creative and cultural industries contribute to economic development, the Pacific has yet to tap into this area, in spite of its real potential.

In opening the Regional Consultation on Cultural Industries, Ms Ritva Sallmen, Charge d’affaires of the European Union (EU) said: “Creativity and innovation have become important differentiators and drivers of competitiveness and economic development in many regions of the world, including the Pacific. However, an inhibiting factor lies in bridging communication gaps between those engaged in cultural activities and those responsible for local and regional economic and social development,” she said.

The regional meeting, currently underway at the Pacific Islands Forum Secretariat, is jointly organised by the Secretariat of the Pacific Community, in conjunction with the Pacific Islands Forum Secretariat (PIFS) and is funded by the European Union (EU).

Ms Fekitamoeloa ‘Utoikamanu, Deputy Director General of the Secretariat of the Pacific Community (SPC) said: “In the Pacific, we often do not think of cultural goods and services as an industry because culture is such an important and central part of us as individuals, communities, countries and the region.

“Presently culture is not viewed as a sector in most Pacific countries. As a result it,does not benefit from the public and private sector support and interest that are given to agriculture, fisheries, transport to name a few sectors. For instance, national Human Resource Development Plans generally do not integrate culture as an area for training and education, resulting in inadequate expertise and knowledge base for the sector and industry to develop. This is an area SPC is addressing alongside the development of the cultural industries,” she said.

“A large section of our population engages in the production of goods and services, many of which are exchanged and others which are sold locally or overseas – what we do not know is how this is translated or translatable into an industries framework,” she said.

“An industry supposes a value chain – a systematic number of steps which are measurable, visible and actively supported by and integrated into public and private sector policy, going from creation to production to marketing, distribution and consumption.”

She said that worldwide, cultural and creative industries were among the fastest-growing economic sectors saying their untapped potential could benefit Pacific economies and societies. The meeting is also discussing a range of issues related to the development and protection of cultural industries, including copyright, policies for the protection of traditional knowledge and economic support.

Well, this is very dangerous news! I am not familiar with the complete situation, but here is what I know.

1) According to the Land Use Decree 2010 any land leased under this Decree will be for the duration of 99 years! That is a monopoly that will only benefit the company leasing the land, not the land owners as they will not have the ability to renegotiate the lease for 99 years!!!
2) Any leased land under the Land Use Decree 2010 must have consent from native titled landowners.

These are the basic tenants of the Decree. The Decree also states that the State will take into consideration the best interest of the landowners while leasing the land. From this news below, I have to question whether this is true. Bauxite mining is primarily done via open caste mining – giant holes in the Earth. The environmental harm from such mining can range from minimal to great, depending on how the mining operations are conducted. Either way, the native title holders of this land will never be able to use it again – and they will not see any money from the profits the Chinese mining company makes – instead they will see pennies on the dollar.

The United States conducted a similar program between 1887-1934. The result was that indigenous Native Americans lost thousands of acres of land, lost rights to resources, all under the guise that the lands were “not being used to their full potential.” This is very similar to the language and ideas behind the Land Use Decree 2010. This must be opposed by any and all means. The same thing happened in Nigeria in 1978 when they passed a Land Use Decree, resulting in Shell Oil gaining access to the Niger Delta and the indigenous Ogoni and other people losing their land, their rights, and the environment being completely destroyed. I cannot express how important it is to fight this.

Unless the Native landowners have been given Free, Prior, and Informed consent on any and all actions, as well as abiding by all Articles of ILO Convention 169 (which Fiji is a signatory to), these actions must be immediately stopped.

There has yet to be an example in history where such an action has actually benefited the Native landowners. I do not see this as breaking that trend.

Commercial ‘land bank’ for Sarawak

The Sarawak government plans to make 'millionaires' out of native landowners by developing their lots on a joint-venture basis.

KUCHING: Chief Minister Taib Mahmud – undaunted by the more than 200 native customary rights (NCR) land cases pending in court against the state government, allegations of “land grab” and the opposition’s flogging of his government as “corrupt” – is set to create a “land bank” to be “modelled like a stock exchange company”’
Taib said the land bank would be a private company which would be 100% Bumiputera-owned with landowners as shareholders.
Lands belonging to these “shareholders” will be transferred to the bank and then developed on a joint-venture basis with companies or venture capitalists.
While quick to assert that the land bank idea is at a conceptual stage, Taib said that as a prelude, the state government would first establish a native estate programme to manage lands owned by Bumiputeras.
“In Sarawak, Bumiputeras own lots of land but unfortunately, most of these lands are not properly managed or fully utilised.
“By participating in the native estate concept, owners would see their lands being changed from mere cultivated lands to assets that could also be sold and bought among Bumiputeras through the share system,” he said.
According to Taib, Bumiputeras in Sarawak own some two million hectares of land.
” Imagine if we could invest in at least 30% of the two million hectares and turn them into new assets – many Bumiputeras would have assets worth up to thousands of millions of ringgit,” he said.
Land grabs
Side-stepping a question as to whether the native estate concept had been tested, Taib said that the state had developed nearly 200,000 hectares.
“But because of the size of the land involved in the concept, there would be lots of negotiation, especially on native boundaries.
“The people need to understand the high returns that could be generated if the native lands are developed.
“Anyway, the formula is to attract many participants and we are going to see whether the Federal Land Consolidation and Rehabilitation Authority (Felcra) and Federal Land Development
Authority (Felda) could come in and help,” he said when launching the “Survival of Bumiputeras in socio-economy and politics” seminar here recently.
Barely days ago, State Land Development Minister James Masing went to great lengths to convince the rural communities that the state government had “no intention” of robbing them of their land as alleged by the opposition.
“We have no intention of robbing the people of their land. Your rights will always be protected. There will be dividends and compensations,” he said after announcing that the state was“looking for ways to form joint ventures to open up oil palm plantations in a bid to improve the economic status of the rural communities in the long term.
Last month, Masing had declared that the state government intended to double its oil palm plantation area from the current 920,000 hectares to 2 million hectares by 2020.
The announcement shocked human rights and environmental campaigners who are concerned about the ruthless alienation of native lands and the rapid degradation of Sarawak’s rainforests.
Compensations and dividends
Meanwhile, Sarawak PKR information chief See Chee How has his own take on the government’s pledge on compensations and dividends for native land owners.
The state’s track record on such matters as ownerships, payments and dividends have, thus far, been poor.
Already, there are cases pending against oil palm companies, in addition to NCR matter,.
“Non-payment of bonuses and dividends is common among joint ventures between the natives and oil palm companies.
“Most natives cannot do anything to ask for payment of bonuses and dividends… which is why they have to resort to blockades,” he said, referring to the ongoing blockade by the Penan community in Baram in a bid to protect their communal property from trespassers.
The blockade was a result of several failed attempts to get the authorties to step in and rescind licences issued to timber companies.
The Sarawak government has declared that it intends to convert one million hectares of secondary rainforest into oil palm plantations within the next 10 years.

Reconstruction machines arrive

THE Chinese Government has reaffirmed its commitment to Fiji's post-disaster reconstruction with a donation of $4.1million worth of civil construction machinery and equipment.

Chinese Ambassador Dr Han Zhiqiang was present at a hand over ceremony in the Office of the Prime Minister yesterday.

A consignment arrived in Fiji on December 31 last year comprising a wide variety of machinery and equipment.

It will be managed by the Republic of Fiji Military Forces engineers.
Development Cooperation Facilitation Division deputy secretary Eliki Bomani said the donation had greatly increased the engineers' capability to perform major construction works. Mr Bomani said that aside from post-disaster reconstruction, the new equipment would be used for rural development.

"The Prime Minister is really keen on expanding rural development and on quickening the pace of rural development, so this will be of great assistance," Mr Bomani said.

"The equipment is subject to deployment throughout Fiji wherever the need is identified, wherever development projects are being carried out in rural areas."

The donation is part of the Chinese government's aid program.
His said his government supported Fiji's social and economic development.
The donation stems from commitments of assistance made after widespread 2009 floods that wreaked havoc in Fiji, damaging many buildings and infrastructure.

The Chinese donation would help ease the load for those involved in major reconstruction projects and capital works.

THE Government has drawn fresh attention to the "Look North" policy by urging people to remain in the division and witness major changes that will happen in the region as the policy is put into effect.

In an Information Ministry statement, Commissioner Northern Lieutenant Colonel Inia Seruiratu said that since last year, networks between private and public stakeholders had been formed, and that infrastructural development the Government had committed to undertake would open up the North economy in a big way.
"Let me assure all of us that the Government is committed to the 'Look North' policy, one that has long been in existence," he said.
"It has been in existence since 2002 but we began to see the commitment from the Government since August and November 2007 and as a result things are beginning to change."
Lt-Col Seruvatau said over the years Vanua Levu had been neglected "but things are changing, these changes are for the betterment of service delivery and of course laying the foundation for economic growth and sustainability".
"The Government is focused on making life easier and better for everybody, for the business communities and investors, particularly for the poor and deprived.
"Vanua Levu has special allocations in the 2011 Budget.
"But we all need to do our part, it takes a lot of convincing and argument to bring the dollar across to Vanua Levu but the challenge we all face is how we are going to contribute to development.
"Priority one is infrastructure ù in infrastructure development we will see a lot of changes in the conditions of our roads, creation of new roads, in the buildings of wharves and jetties, extension of the FEA grid, water, health services and education."

State to on-lease native land via 'land bank'

A land bank has been set up through which native owners can allow government to use their property for development purposes and on-lease it at market rates, Prime Minister Commodore Voreqe Bainimarama has announced.

Delivering the address for the 2010 revised Budget, Bainimarama said potential investors and farmers can sub-lease or lease land from the State for a period of up to 99 years from the land bank.

At a post-Budget press conference, permanent secretary for Lands, Lieutenant Colonel Neumi Leweni said: “The NLTB (Native Land Trust Board) will continue to deal with native leases and for interested native land owners who want to give up their land for development, they can visit the land bank and they can give in their land and the land reform unit will address it from there on.”

The land bank is officially known as the Land Use Unit and is established under the Land Use Decree 2010.

Announcing details of the decree in a separate statement, Attorney General Aiyaz Sayed-Khaiyum said the unit will only use land that has been designated by native titled landowners, from whom consent will have to be obtained.

Sayed-Khaiyum said that there is currently a substantial amount of both native land and crown land that is vacant and available and not utilised to its full potential.

“Given that the current land reform policy increases economic development, it is imperative that land is made available for utilisation,” he said.

He said the existing laws pertaining to leasing of both crown and native lands are cumbersome and bureaucratic.

“The long processes and the delay to finalise leases frustrates applicants and therefore reduces the development of the economy in general.”

“The State will, at all times, take into consideration the best interest of the landowners while leasing native land.”

He said the decree will also provide for the leasing of all available crown land.

For Year ending 2010, we have decided to examine and reflect on what has been said or written by those in leadership or even at grassroot level. We are no different as we will be down as those that have been blogging about what makes Fiji people tick or not tick. Our main interest has been and always will be the 'Truth" or "Na Dina me baleta na Noda Vanua o Viti". These are our gripes. To our readers and patrons, we may have used languages or words that may have not go down well andfor this we apologise. For 2011 we plan to be more proactive and give perspectives articulated by other camps and will make an effort to gauge more what readers wish to read or hear.

Like many other fellow bloggers like us, blogging away about Fiji saga and trying to make sense out of what the current Fiji regime under Voroqe Bainimarama is doing. Has he really helped Fiji and its people? Were they really trying to clean up some alleged mess as they had claimed there were? What about the Fiji Military- have the effects of serving in United Nations Peace Keeping abroad moulded these once peace loving nation & soldiers to monsters? These army men in uniform including the current incumbent as interim illegal Fiji Pm have turned Fiji inside out for what? Have they lost the plot? Or are they really in essence trying to rebuild Fiji? The prolonged Public Emergency Regulation- is this really necesaary or are the military regime hiding something more serious that they cannot allow Fiji & the people to freely express themselves once again?

Interestingly, evidence shows, China is well embedded in giving hands out in $$$ to Fiji, thanks to Voreqe B & his co-hort Khaiyum A. Saiyed as well as James Ah Koy's Chinese Dream for Fiji. New roads and infrastructure are being built reliable sources tells us. China is well known for claiming a 'bigger pound of flesh' when it enters into any relationship. China wants long term and which can very well translate in this instance for Fiji, that the land they are sitting on may not be theirs for too long as China will want these if $$$ borrowed is not paid back in time. Amidst the many questions we again ask, are Bainimarama, Khaiyum & Ah Koy [currently Ambassador of Fiji to China] really looking deeply at what the people need for Fiji and being accountable for their actions or are they just fulfilling their own pipe dreams and lining their pockets? Fiji people will demand transparency and be given a list of donors and money being siphoned into the country and what they have been spent on. That at the very least will be the tool that Fiji people can rely on to give them a clear picture of what this Fiji regime is executing under military dictatorship.

The cost of all these unstable governance and uncertainity has driven Fiji to one thats being labelled as an unstable governance in the South Pacific. Today, New Zealand Dominion Post ran an article stating how China is strengthening its military might. To quote what Dom Post said, quote, " China is preparing for conflict "in every direction", the defence minister said.....In the coming five years, our military will push forward preparations for military conflict in every strategic direction," said Liang Guanglie in an interview published by several state-backed newspapers on Wednesday." unquote

On Slurs: A Response

Thanks to all who read and responded to my post for The Stone, “Speech and Harm.” What follows is a general response to those comments, written with Luvell Anderson.
One clarification at the outset is that what was on offer in the original post was not a proposal aimed at reducing slurring, but rather an account of the offensiveness of slurs. Keep in mind that at least two features of slurs must be explained. First, how can some be more offensive than others (including those targeting the same group)? And second, why can some of us use slurs without being offensive while others of us cannot? The proposal that slurs are expressions whose occurrences are prohibited purports to explain these features better than views that invoke the content of the word, i.e. their meaning. In fact, appeals to meaning don’t seem to be capable of coherently accommodating either of these features. This point cannot be stressed enough, since several commentators seem to conflate the aim of the original post with an entirely separate aim, namely, imposing standards of political correctness. This was not intended.Further, the proposal does not claim prohibition exhausts a slur’s content. Rather, the suggestion is that prohibition explains the phenomenon of offense. Slurs may very well carry negative content (even though they need not), but prohibitionism claims that content does not explain, for instance, the variation in offensive potency among slurs.

Having made these points, we can now turn to worries expressed about the particular proposal. There are three main ones this post will focus on. One is the idea that it is the intention or attitude of the speaker that renders the word offensive. Next, what makes slurs offensive are the ideas a slur’s use seems to permit one to infer about the target. And finally, though prohibitionism explains some of the phenomena surrounding our use of slurs, it can’t be the whole story.

The first main worry is that we should explain the offense of slurs in terms of the hateful attitudes or intentions rather than prohibition. Several commentators expressed this sentiment:
“It is probably less the word itself than the intent (comment 9).”

“…the intent of the user of a slur most often is to castigate the recipient explicitly (comment 22).”
“…the power to hurt in a slur resides in the hatred and contempt that underlies its usage (comment 34).”
“A large part of the offensiveness of slurs comes from the fact that whoever utters one has to deliberately choose to use a term he knows will cause hurt and offense instead of one that is neutral (comment 79).”

These comments represent two strands of thought; one suggests the expression’s meaning depends on what the speaker intends to say and the other suggests that slurs signal something about the speaker’s mental state. The first idea can be captured in the slogan: “A word is only derogatory if I mean it to be.” Those who endorse this view cannot be saying a word means just what its user intends, for we lack that kind of control over the meanings of words. What we can mean by our speech is much more constrained. Those who favor this view must also be taking features of the context of the conversation to play a prominent role in determining word meaning as well, so that a word is derogatory given certain features of its conversational context and the intent of the speaker. But how could that be correct? It certainly didn’t work as an explanation for former Senator George Allen of Virginia. Recall his campaign for senator was derailed by his “playful” reference to an Indian American campaign worker for the opposition. His stated intention (sincere or not) wasn’t enough to change perceptions of his chosen expression’s significance.

A second strand of thought exhibited in the comments suggests slurs express a hateful attitude. When someone slurs another, the speaker expresses an adversarial attitude towards the target and the target’s social group. That attitude is not reported in the statement: when one slurs another he or she does not literally say “I hate Xs”, but rather displays hatred towards Xs. It is as if an exclamation mark ends the slurring statement or the speaker is scowling.

This way of explaining slurs’ offensiveness corresponds with the thought expressed by some commentators that slurring says more about the person using the terms than it does about the target. But this view fails for various reasons. First, using slurs flippantly or without any feelings of hatred towards the target is still offensive. In fact, many find uses of slurs by out-group members offensive even if it is clear the speaker does not possess hateful attitudes toward the target.
This is illustrated by a scene in the movie “Rush Hour,” starring Chris Tucker and Jackie Chan. During a visit to a bar Carter (Tucker) greets the bartender with a slur that, when shared among in-group members, can be taken as a term of endearment. Lee (Chan) follows Carter and essentially mimics what was said (including tone). Needless to say the greeting was not received well. But how could this be if the offense consisted in the attitude underlying its use? It is clear Lee possesses no hateful attitudes, yet his statement is still offensive.

Explaining offense in terms of attitudes also fails to account for the variation of offense among slurs. Presumably, people who use slurs to refer to others exhibit the same hateful attitudes toward a particular group no matter which expression is used. It is also the case that slurs used by members of subordinate groups towards members of dominant groups generally lack the intensity of slurs used by members of dominant groups towards the subordinate ones. This difference is unlikely to be explained by a difference in hateful attitudes underlying the use of those expressions. For these and other reasons, appealing to the underlying attitudes in slur use is insufficient to explain their offense.

Next, another alternative view is raised that warrants attention. One commenter wrote:
What’s offensive about slurs is the way that they institute an inference that all members of a group exhibit some negative property For example, if there’s a slur “z—” directed against members of a group X and alleging exhibition of the negative property F, then any use of “z—” means “…is a member of X and THEREFORE exhibits F.” The key to both the meaning and the harmfulness of the use of the slur here is the unarticulated major premise: “All members of X exhibit negative property F.” Though unarticulated, this is still part of the content of the slur, and it is more or less obvious why this prejudicial assertion is found harmful.

As the Fijian saying goes 'Eda Sega ni Ura Me Da Damu'!! Revisting the famous list of Whos Who? propping Bainimarama and his regime post 2006 December 5 Coup. We wonder how many of these people are still there and we would be monitoring very closely those changes and will be posting a ew list shortly. Meanwhile lets examine who these people were.

Interestingly, last weekend on PI531 Fijian Program during the Fijian news blurp from Fiji Broadcasting Commission by Apisalome Coka, who stated that Bainimarama's regime is Legit! Coka goes further to say that immediately after 2006 December 5th Coup by Frank Bainimarama after having abrogated the Rule of Law/Constitution, the President ws handed the reign to be in control of Fiji again. In other words Bainimarama surrendered his role as the coup-master and gave back Fiji.

To add salt to injury, Coka, whilst on New Zealand airwaves daringly stated that by this act alone, the then President, quickly reinstated the Rule of Law & Fiji's Constitution and appointed Frank Bainimarama to be the caretaker government whilst Fiji awaited the next elections which is still 'miles off' presumably 2014 if all goes well.

For a while, as some of us who are from Fiji listening just had to scream aloud and say, WHAT!! OR 'OILEI SA QAI LEVU DINA NA LASULASU NEI KOMADA'!!

Yes, your guess is correct, Coka & his cronies were lying through their teeth just to fool the rest of us as Fijians living in New Zealand just like what they have been doing since 2006.

Rather than wasting our breath, we thought bloggging about it and sharing what news thats coming through the airwaves in Aotearoa so you as readers can make your own calls as to what to believe. As for us monitoring the situation, we thank New Zealand, Australia, the Commonwealth, United States, Canada and the rest of the Pacific Forum for taking a firm stand against the current Fiji illegal regime.

Just all the goodi goodi things Fiji is going through.Raturalas favorite word bula ko Viti, ka sautu, Sereki ko Viti mai na butobuto. The villagers are all happy with all that is happening in Fiji. Then to add to that Mosese pours out his heart for the goodness of the IG Regime and plays a fijian song that he often cuts off before it finish to speak on about his excitment on the recent clean up campaign. I cannot understand why this goes on but then we hear that Mosese has made some good deals with IG regime to start a bussiness in Fiji. Is Bainimarama & his iIlegal regime using 'Railroading Tactics' to push Indigenous Fijians to give up their Land to pay National Debt?

Reading the recent article below as written by Fiji Times on Land Use Bank gives a clear indication of how this illegal regime is trying their hardest to get Fijian landowners to buy into their idea.

Interestingly, as seen quoted here, " Dec 2 Sai Lealea: Official Bad Mouths NLTB in Favour of Illegal Land Use Bank". Yes, this is now the obvious. It is almost 4 years exact on 5/12/2010 when Bainimarama executed his coup of 2006 and almost 'zilt' to show for. What do they try and do? As can be seen in this article, the dictator is trying to convince these Fijian landowners to give up their land with the promise to get some return? Yeah right!!

Coup apologist like Eroni Tokailagi as can be seen in this article, heavily criticises Native Land Trust Board, which had been set up by Ratu Sir Lala Sukuna to cater & safeguard Fijian land interests from unruly elements. Eroni T convincingly tells Fijian landowners that the lifestyle of Fijians are still the same since the signing of documents in 1940. Why is it that Eroni T wears his blinkers and tries his best to reverse what has been put in place by those learned Fijians and who were of high status that knew that one day, there will be land squabble in Fiji as is the case today?

Shame on you Eroni T and your group of advisors in trying to convince the Fijian landowners to give up their land with promise of better living and more money. Where is the model that you are referring to? Why don't you show the people of Fiji some evidence that your regime's land use bank model did work? The trouble is you will not be convincing enough as is well noted that the illegal regime has put Fiji and its people into such heavy debt, approx $58 billion we are told, that it will revert to selling their souls.

How about leave the Fijian landowners alone and look elsewhere to find some solution to your money problem. Blaming NLTB for pushing Fijians into poverty is a lame excuse. Having coup after coup is the problem that has pushed Fiji into poverty which involves all segments of society and not Fijians alone. What we would say, go look for other excuses and leave Indigenous Fijians alone with their Native Land intact.

Native Land Trust Board needs to be examined by the Great Council of Chiefs and elected politicians, certainly not fly-by-nite & wannabe dictators or and his team of self promoted juntas. Evidence are already being revealed of the corruptive activities these current illegal regime is invloved in as the case of Khaiyum Aiarse Saiyed whose mother living in New Zealand and is a signatory to some land deals happening in Fiji.

Land Use Bank challenges landowners

THE introduction of the Land Use Bank proposed by the Government is expected to draw the attention of landowners.

A presentation made by the Land Use Bank official Eroni Tokailagi at the Nadroga/Navosa Provincial Council meeting where council members were challened to choose who was to administer their land.

The official said the Native Land Trust Board legislature doesn't give the landowners the full benefit of their resources.

Mr Tokailagi said existing laws were considered cumbersome and hindered the development of economy as a whole.

"The standard of living for landowners have not changed since the founding of NLTB in 1940s," he said.

"Vast amount of land in Fiji are lying idle and not fully used to gain the maximum returns thus contributing to the poor economic performance over the years."

Mr Tokailagi said the new land bank would allow the landowners to receive maximum returns of their land.

He told council members that apart from their lease payout there would be an additional 4 per cent paid to landowners.

Under the new system, rentals would be charged on 10 per cent UCV (Unimproved Capital Value) compared to the current 6 per cent adopted by NLTB.

"This new service will make sure that the landowners will benefit more in terms of getting maximum returns of their land."

"And as for the lease payout, it will be evenly distributed to all members of the land owing units."

However, the council has decided that district representatives discuss the issue with landowners before submitting their report to the provincial office.

Fiji and the IMF Statement at the Conclusion of an IMF Mission to Fiji

An International Monetary Fund (IMF) team led by Mr. Jonathan Dunnvisited Fiji during October 28–November 12 to hold Article IVdiscussions with the Fijian authorities and other stakeholders.1 Theteam met with Prime Minister and Minister for Finance Bainimarama,Reserve Bank of Fiji (RBF) Governor Reddy, Minister for PublicEnterprises Aiyaz Sayed-Khaiyum, Permanent Secretary for NationalPlanning Pita Wise, Acting Permanent Secretary for Finance DavidKolitagane, other senior government officials, the private sector,labor representatives, academics, and development partners.Representatives from the Asian Development Bank and the World Bankjoined the mission. The team expresses its appreciation to theauthorities and other stakeholders for the frank and constructivediscussions.

Fiji’s economy contracted by 3 percent in 2009 due to the ongoingdecline of the sugar industry and the global crisis. The growth oftourism and positive developments in some primary industries willlikely raise growth just above zero percent this year. GDP growth ofaround 1 percent is likely in 2011, driven by the ongoing rebound intourism and a recovery in agriculture. Medium-term growth prospects arelikely to remain weak in the absence of fiscal consolidation,structural reforms, and an improved business climate. Inflation—afterrising to over 10 percent one year after the April 2009devaluation—declined to one percent by September 2010 due to steadycommodity prices, sluggish domestic demand, and the government’sefforts to contain the public sector wage bill. International reserveshave risen to about US$640 million, 4 months of import cover, on theback of stronger tourism earnings. Reserves are, however, supported byexchange restrictions.

The fiscal deficit in 2010 is projected to be around 2.9 percent ofGDP, somewhat lower than budgeted, as a result of higher than expectedindirect tax receipts, lower capital spending, and restraints on thepublic wage bill and hiring. Central government debt is expected toreach 56 percent of GDP in 2010 and is high by regional standards. Inaddition, the government has contingent liabilities of around 17percent of GDP.

Fiji faces considerable downside risks given its vulnerability toshocks. Economic growth could be negatively affected by volatility inglobal commodity prices, natural disasters, investor confidence, thecomplexities of structural reform, and the uneven global recovery.

Fiscal consolidation will be critical to maintain macroeconomicstability over the medium term. The current high level of centralgovernment debt (about 73 percent of GDP when contingent liabilitiesare included) constrains the government’s ability to cushion theeconomy against future shocks. Limiting the budget deficit to around 3percent of GDP in 2011, including the cost to restructure the FijiSugar Corporation, would contain the increase in the debt-to-GDP rationext year and reduce financing pressures.

Raising the VAT rate and increasing the yield of excise taxes would bethe most effective immediate revenue measures to contain fiscaldeficits and help ensure a sustainable level of public debt. Revenuecan be further bolstered in coming years by simplifying tax incentivesand improving tax administration. To ensure that the wage bill can becontained over the medium term, the government should conduct a reviewof the civil service to determine its appropriate size. Borrowing bythe government from the Fiji National Provident Fund (FNPF) and otherlenders should continue to be at market-determined rates.

The mission welcomes the new monetary policy framework introduced bythe RBF in May 2010. In view of tightened liquidity, steady reserves,weak credit demand, and moderate inflation, the mission supports thecurrent stance of monetary policy. The RBF should, however, stand readyto tighten monetary policy if core inflation moves above its statedtarget of 3 percent. Monetary policy should also be tightened if excessliquidity increases and strong credit growth returns. Deposit andlending rates should be allowed to respond freely to the demand for andsupply of funds. The mission recommends that Fiji adopts a moreflexible exchange rate regime to help the country better absorbexternal shocks and protect its international reserve position.Relaxing restrictions on dividend repatriation would help improveinvestor confidence. The mission welcomes the authorities’ plans toadopt a revised RBF Act to strengthen central bank independence andendorses the reforms underway to make FNPF actuarially sound andstrengthen its risk management and investment framework.

Accelerating structural reforms would spur growth and help protectmacroeconomic stability. The mission welcomes the efforts of the SugarTask Force to develop a sugar industry reform framework and encouragesthe government to seek the best professional advice available globallyto help develop and implement a detailed reform plan. Tariff adjustmentto achieve cost recovery in public enterprises should continue. Therecent adjustment of electricity tariffs by the Fiji ElectricityAuthority is a positive step. The government’s decision to create aland bank should help support greater utilization of land and spurdevelopment and diversification of agriculture. The mission encouragesthe government to eliminate price controls that may dampen privateinvestment, including in small scale agriculture. The government shouldensure that well-targeted social assistance is available to vulnerablegroups as prices and tariffs for public services are liberalized.

The IMF Executive Board is expected to conclude the Article IV consultation discussions in January 2011.

So iArse got the green light for his casinos. What can this possibly bring about, other than the further ruination of our once-promising nation? "Fiji Fantastic", so the ads used to say. That possibility is now so far out of our reach it seems almost as though it never was.
Gambling. Readers may recall back in mid 2009 Dr Wadan Narsey released a far-reaching analysis into how badly the new illegal regime was performing. Many others besides predicted how this regime would start rotting our infrastructure. Discombobulated Bubu hit the nail on the head with her Boiling Frog series. Solivakasama (under Kutu, as it was at the time) held many forum discussions on the true corruption of this illegitimate regime. Well, the regime is no longer even pretending to care about moral fibre, and is instead looking at gambling as an easy avenue to a quick buck. (iArse – will you never learn? THERE IS NO SUCH THING AS EASY MONEY!)
Let's revisit the facts.

Alleged corruption. When OmniVore illegally took control of our government, he claimed that he was doing so in order to root out corruption blah blah blah. [Anti-IIR bloggers will know that his actual motive was to avoid prosecution for the murder of the CRW soldiers who died in custody. Then Police Commissioner Andrew Hughes (arguably Fiji's most successful PC) had compiled his dossier and handed it to the DPP's office. OmniVore got wind of this, through his chum and co-conspirator the malodorous Chodokant, and threatened to hold a coup-d'etat. If only we'd shot him when we had the chance!]
Qarase Not Guilty. Since OmniVore took over the reigns of power, not one IIR allegation against the Qarase government has been brought to light, or proven.
Economic death. Since OmniVore took over the reigns of power, Fiji's economy has plummeted. Whereas under the democratically elected Qarase multi-party government our economy was not only thriving but growly steadily, OmniVore has only been able to keep the country afloat by under-the-table deals like selling off our foreign assets without declaring them (WTF happened to our embassy in New York?) or selling off our mineral, forestry or fisheries resources without declaring them. They are taking non-transparent loans from mainland China (which, as any switched-on African will tell you, is A Bad Idea), asking the IMF for ridiculous loans and essentially throwing our nation so badly into debt that any democratically elected government who comes in after them will have such an enormous and ingrained mess to clean up that it may not be achieved in our lifetime.
Real corruption. OmniVore and his junta are self-appointed, and unelected. They have no reason to perform well at their jobs, and no-one to kick them out for poor results and for this reason, the REAL rot has set in, right from the top. They are systematically crippling our media, the fourth estate, from reporting what is really happening in our government. As the saying goes, the fish stinks from the head. iArse's own mother has migrated to NZ to escape her son's double dealings. Anyone who thought that corruption was bad under previous governments (and let's face it, Fiji's politics has never been snowy white, but at least we had the option before to throw them out when they were really useless – like we did Chodokant) is watching the IIR in real shock.
Real rot. And now the rot sets in. Whereas before, Fiji's crime problems stretched as far as home incursions, a fledgling drug trade in the hill tribes, prostitution in the main towns and of course unsustainable illegal fishing in our waters, we are now looking at an entirely new ball game. Fiji's criminal underworld is now probably better organised than the government itself. Prostitution is all over the streets in any town within 5 hours' journey of a Chinese workman (just enough time for him to – ahem – come, spend his money and return to work on his next shift). The drug trade has exploded to the point where every province now has a local drug lord who monitors the crop, keeps prying eyes at bay, tries to placate or neutralise the chiefs (some provinces, where a chief has died suspiciously before his or her time, there are tales told of foul play by the local drug lord). The unsustainable fishing has been able to move into broad daylight. Boat captains on the wharves hold clearly visible, bulging brown envelopes which are passed without question to officials who turn their blind eye to the portions of the haul that fall way over quota. How ironic is it that Fiji's waters are at their most endangered under a naval officer?And without a free and unfettered media, we can only guess at the full extent of the rot.
Gambling. And now, for iArse & OmniVore's next chapter. Gambling. Not satisfied with the growth of organised crime, drugs, prostitution they now openly court the next addictive vice on their list. Gambling. If you will forgive me for getting biblical for a moment, there is a story of the time Jesus found the moneychangers conducting their business in the temple of the Lord and, well, he basically lost it. Jesus' passion, his righteous fury and the reported tantrum that followed, of overturning the tables, scattering the money to the floor, chasing them from what should have been hallowed, sacred and consecrated ground, has inspired believers, preachers, philosophers, artists and leaders alike. For the habitually reasonable and calm Jesus, this was the point at which he said 'ENOUGH!' and took a definite stand against the impending rot. Some scholars argue that it was this event which lead to his own people beginning to turn against him and planning schemes to hand him over to the Romans.

I like to think of Fiji as a land of God. The Almighty has given Fiji so many gifts, so many natural resources and precious, beautiful features. Traditionally, the Fijian people have seen ourselves as stewards of our land. We look after it in order to pass it on to our next generation. This illegal regime takes a vastly different stand. Their only motive is to ravage and pillage Fiji for everything they can get. There is no thought for what will come after, or for the greater good of We The People. There is no consideration of their duty to the Almighty or how they should give thanks (real thanks, not the thanks of a thief) by multiplying the gifts that Fiji has to offer. No. Their only thought is of what they can take.
Why am I so angry about gambling being legalised in Fiji? Because it is, like the vices of drugs, sex/prostitution and organised crime, once it has taken root, it will be very, very, very difficult to root out.
During the Qarase government, the Fiji Women's Crisis Centre released a story on the real cost to the nation of domestic violence. They counted up the number of reported cases of domestic violence, the amount of hours it took to process a report, treat the victim, prosecute and fine or jail the aggressor. They calculated the hours taken up by police, doctors and nurses, magistrates and court officials, detention facilities. And they were able to tell us all the REAL cost of domestic violence in Fiji. It was in the millions.
The cost to the nation of treating the consequences of gambling and addicts to gambling will be vast. Gamblers suck up their own finances, the finances of their families to feed their addiction. They turn to crime and, like drug addicts and the prostitution 'industry', they feed the cycle of violence that sustains those vices. Fiji will not become the Monte Carlo of the South Pacific. Our gamblers will not be the great and the good of ANZ, no. Our gamblers will be our poorest, most vulnerable and most tiresome burdens on the state.
This illegal regime is doing everything it can to bring about the systemic ruination of Fiji. What is next? What lower depths can they stoop to? I would not be surprised if they work their way around to child pornography, if they are not there already. (I write this in a matter of fact way, but looking into the happy, carefree and innocent brown faces of our beautiful children, the future of our land, I am filled with a gripping horror.)

Is it Good Aid or Deadly Aid? Hilary Clinton Gives Fiji an Early Christmas Gift of US$21 Million in Foreign USAID.

Hilary Clinton's announcement as one of President Obama's highly regarded team of experts resonates a powerful message. Should we say, this was in the horizon and we just did not see it. Early this year around August, there were already talks about USA returning to Fiji after a 15 years gap. So what can we say?

The US of A is coming with a BANG to the South Pacific and will put up their US Campsite in Tamavua hills. Lets not forget its all about power here.

We have been crying for so long for intervention or perhaps otherwise. But whatever it is, Mrs Clinton says in her capacity as United State's First Secretary have clearly defined the framework of why USA is going to set up house in Fiji with their increase in Aid giving to the tune of around $21 million as recorded by Elliza Vallerino of International Development Business.

Just a day ago I was writing an article about Foreign Aid assistance and was quite impressed with a book I had just read titled 'Dead Aid' by a young talented academic from Africa who was also a Harvard graduate, Ms Dambisa Moyo. Ms Moyo as noted in her official site below is an International economist who writes on macroeconomy & global affairs. She simply did not want Aid for her people in Africa. Though her book has caused a stir within the elites in the economic world, she on the other hand has reamined steadfast in her belief of Dead Aid. Her views are Aid makes people become overly dependent. For more check her links.

Interestingly enough, after reading her book and having read widely about Aid as foregin assistance and having to write an artcle against Aid and now this, it just does not stack up. I hope and pray this Aid being given is one that is Good and will debunk what as some are saying; Giving Aid- 'one might just as well throw money out of helicopter'.

Lets hope whatever, the framework this Aid has been given, it is not towards supporting structural adjustments program in Fiji or the new face of it as mooted by both World Bank & IMF commonly known as PRSPs or Poverty Reduction Strategy Papers.

As a Native of Fiji or being a Fijian I earnestly hope that our people are treated with utmost care and the adjusments that are being put in place will NOT further deconstruct what has been done already by Bainimarama and his illegal regime.

I do have mixed feelings on this as on one hand European Union has made their position quite clear that self elected coup leader Bainimarama needs to return Fiji to a government elected by the people whendiscussing the Fiji Sugar saga. The Commonwealth on the other hand have been very clear in its stand. Fiji is still in the 'Sin-Bin' and they have not changed their mind. Lets keep our fingers crossed that this is not a repeat of what happened when little colonised nations were surfacing from their Colonial Master's grip and began to gain independence. President Truman in her famous speech in 1949 had been noted to have set the tone for pure economically driven policy reforms in many of these countries at the time. Then SAPs came along as if they walked hand-in hand Truman's line of thoughts for creating an industrialised world that was high in technology and promoted Growth/Trade.

This century, the world is talking PRSPs while Bainimarama & his co-hort Khaiyum are still bumbing around with SAPs ideology. Perhaps, this new Christmas present for Fiji from the US of A will be more User-Friendly I hope and will really just be used to ward off 'evil-canutes' from within the Pacific Region.

Should we then say, we can smell the rat? Your guess is as good as mine. We will have to just wait and see.

Below are some interesting articles on the recent announcement by the United States. I guess, in all honesty, one way or another, USA being the Super Power with heaps of $$$ over and above all other countries as per experts comments will not sit back and watch China playing santa claus to Fiji and making Fiji into a lil' Pacific Panada-land. USA have now made their "Chess Move"!!

At the very least, we have the Commonwealth sitting in the Pacific Island Forum together with New Zealand, Australia and other Pacific Island Nations so I have a gut feeling the net is closing in on Bainimarama & his regime. Signs of interesting times ahead. Lets Hope President Obama is singing the tune we want to hear as "CHECK-MATE" !!

The U.S. Agency for International Development will open an office in Fiji in 2011 and will have USD21 million to support climate change mitigation efforts in the Pacific, according to U.S. Secretary of State Hillary Clinton.

As reported by Devex in August, USAID is expected to return to Fiji following a 15-year absence, after the interim Fiji government approved the appointment of two USAID officials in the Pacific country.

“[W]e are working through the Pacific Island Forum to support the Pacific Island nations as they strive to really confront and solve the challenges they face, from climate change to freedom of navigation,” Clinton said during a speech at the East-West Center in Honolulu, Hawaii, on Oct. 28. “And to that end, I am pleased to announce that USAID will return to the Pacific next year, opening an office in Fiji, with a fund of $21 million to support climate change mitigation.”

The speech took place on the eve of Clinton’s Asia-Pacific tour, which includes stops in Vietnam, China, Cambodia, Malaysia, Papua New Guinea, New Zealand and Australia.

US chooses Fiji for aid base in Pacific despite dictatorship

The United States has chosen Fiji as the site for its expansion of aid to the Pacific despite its military regime.

Behind the decision is a desire to counter Fiji’s strong relationship with china.
Secretary of State Hillary Clinton made the anouncement before her eight –country tour of the Asia –Pacific area.

The US abandoned its Pacific aid post 15 years ago,leaving a gap that has been keenly filled by china, which is expanding its international influence through aid.

The US has publicly said for some time that it believes it was a mistake to turn its attention from the Pacific.

It has been considering other locations for its USAID base , including Honiara in the Solomons.
But because of the strengthening relationship between Fiji and China and the fact that Fiji is a hub for the Pacific, it chose Fiji.

The USAID hub will begin with a budget of $27.5 million specifically for climate change mitigation.
The military regime of Commodore Frank Bainimarama has approved the establishment of the office, which is where the secretariat of the Pacific Islands Forum is also based.

Her speech made it clear that the US intents to step up its engagement in the region on every front –development, military, bilateral relationships and regional organisations such as the East Asia Summit and Asean.

Sa da mai lasutaki, all this sudden interest of US establishment in Fiji because of chinese influence is a bull of crap.I have always said the main coup player behind Bainimarama will eventually be revealed.Now we see their more physical presence in Fiji with so called proposed USAID office and the mega structure New US embassy in Tamavua.

Since 2000 & 2006 i have always believed that they were behind the coups and one of the main reason for the 2006 coup was the control of all Ports entry into Fiji including international airport by the Fiji military. Because in the pipeline of their great white paper plan of defence was the construction of the highly guarded secretive US embassy in Tamavua and other offices including proposed US based wharf in Rakiraki and the now proposed USAID office.

For your information, no muslim were allowed to work in the new embassy even workers for Fletcher construction were only allowed to work in certain areas.

US doesnt allow any loopholes in their great plan, they rather nip it in the bud before its too late. So the tightening of security on all areas of port entry into Fiji was most paramount to them, to eliminate any minor inflatration of the so called enemy.

Why the laxaity in US involvement in Fiji as china influence increases?

Well first of all US was going through the big financial depression and couldnt do much with the Pacific when he has to solve the financial predicament he was in, that is to help his own people and the war in middle east.

Secondly, US borrows from China billions of dollars to alleviate their financial situation & on top of that US has to maintain a healthy relationship with china because china produces 97% of the world's 17 rare earths mineral vital to US military defence and technology industries(computer disk drives, smartphones, flat-screen TVs, powerful batteries & etc).

So this blaming games is just like watching WWF wrestling....all bullshit, both fighters are friends outside the ring as they preplanned their moves before the fight & we the gullible fans getting excited & shouting ...dau tukuna ga o ratou na highlanders of Naitasiri during an exciting boxing bout at the National Gymnasium ....vinaka ruarua.lols

The United States decision to set up an aid base in Fiji is being welcomed by local commentators on Fijian issues.

Secretary of State Hillary Clinton, who is in Christchurch today as part of her eight-country tour of the Asia-Pacific region, announced last week the United States would re-establish aid to the Pacific after 16 years.

Coalition for Democracy in Fiji spokesperson Nik Naidu says it is a positive move by the US to base a Pacific aid operation in Fiji because dialogue can be created between the two countries.

He says previous tactics of imposing sanctions on Fiji – governed by a military-backed regime – have not worked and there needs to be a compromise between governments in order to restore democracy.

“The cold war period is over,” says Naidu. “Dialogue is the only option now.”

Radio Tarana managing director Robert Kahn also thinks the US setting up an aid campaign base in Fiji will be beneficial in enhancing the relationships between the people and the governments of both countries.

“Fiji is the hub of the Pacific Island region based on its superior infrastructure, resources and educated work force.

Climate change

“It’s a sign of commitment by the US government to assist Pacific Island nations and change of foreign policy which has been identified as a need. The US recognises the need of regaining the benefit it once had in the Pacific.”

The US Agency for International Development (USAID) hub will begin with a budget of $27.5 million specifically for climate change mitigation.

Professor Crosbie Walsh, a retired development studies academic, says a base in Fiji makes good geographic, logistic and political sense, because Fiji is “hub of the South Pacific” – but it is only a token.

“The USAID base and the amount of money involved are only tokens, but, given the present Fiji situation, they are important tokens nonetheless,” he says.

Walsh says the most likely reason the US has returned to Fiji is because of America’s concern over Fiji’s increasing alliance with China and a concern Australian and NZ policies have done little to “bring Fiji to heel” or advance the return to democracy.

“America may hope that its bigger presence in Fiji will better equip it to play a mediator role, given that Australia and NZ have so blotted their copy book that they can no longer do so,” he says.

“Someone has to break the impasse in a way that leads to positive outcomes on the way towards elections in 2014 with no one losing face.”

Walsh says sanctions imposed on Fiji with New Zealand’s backing since the 2006 military coup – such as the European Union stopping assistance to Fiji’s sugar industry and travel sanctions – have sought to cripple the Fiji government and its economy.

Hidden from view

He says the new US involvement may prompt the New Zealand government to change its actions on Fiji, but these changes are likely to be mostly hidden from view and only evident over time.

“Nothing is going to happen suddenly or dramatically. New Zealand has dug itself a deep hole with its well meaning but ill-advised policies on Fiji, and it will take quite a time to dig itself out,” he says.

Clinton will head to Australia this weekend to hold talks with Prime Minister Julia Gillard, Foreign Minister Kevin Rudd and Defence Minister Stephen Smith to discuss regional and global issues.

Yes - it is Ridiculous..thinking every Three Months this illegal government has to validate their rule by renewing this stranglehold tactic over Fiji and its people.

Perhaps its time to strangle their Hold...come-on Military Council, time to wake up and do some work for those that loves you i.e your families and the people of Fiji ilo these dictator and his cronies.

Do You as Fiji Citizen Think Carrying an ID Card is Another Far Fetched Cry By the Dictator or Has he Just Lost the Plot?

Interestingly this idea of each Fiji citizen to be carrying id card is another one of those ideas that borders on utter stupidity or just plain ridiculous. Can you imagine the cost it will impose on the already strained government purses? Or will the Fiji citizens who already have suffered enough through this military dictatorship bore the cost through some funny calculations by the mongrels that do not know what they are doing to the people.

The plan for these id cards is as can be predicted is doom to fail. Fiji citizens do not need extra burden of carrying around an id card to prove their citizenship. For such a small island nation with not even a million people this is the height of robbing the people of their FREEDOM!!

People living in Fiji will need to carry a compulsory identity card containing all their personal details under a proposal revealed by military strongman Voreqe Bainimarama.

Fiji has been under military rule since a coup in 2006 and has seen an increasing militarisation of life.

Bainimarama has now created a National Intelligence Agency and was briefed by Minister of Defence and National Security officials, including Colonel Joji Washington, who told him the new card "would contain critical personal information of an individual....

"The card, which is to be issued by the ministry, will enhance passenger profiling clearance, detection of illicit activities', assist in police investigations, and facilitate public service output," the government statement said.

"It will also be a primary form of national security."

Washington said the card would strengthen the work of law enforcement, immigration, customs, bio security, border police, airport security, airline security, port security and outsourced security personnel.

"The prototype national ID will contain a micro chip containing personal bio data, picture, fingerprint, passport system, ID number, UID number machine, barcodes for tin and LTA watch list verification," Washington said.
